00:11Cuba reaffirms commitment to remembrance, justice and peace on the 50th anniversary of the Barbados flight terrorist attack.
00:21French police repressed several student demonstrations across the nation,
00:24protesting over staff shortages, dilapidated classrooms and overcrowding.
00:33The Spanish government approved on Tuesday emergency measures to address the housing crisis after an outbreak of violence in the
00:39coastal city of Barcelona,
00:41the previous night that threw tens of thousands of people into the streets.
00:50Hello, welcome from the South. I'm Luis Alberto Matos from Derezo Studios in Caracas, Venezuela.
00:55We begin with the news.
01:10Cuban President Miguel Díaz-Canel presided over a ceremony at the Colón Cemetery on Monday to mark the 50th anniversary
01:19of the Cubana de Aviación flight sabotage.
01:21Cuban President Miguel Díaz-Canel presided over a ceremony at the Colón Cemetery on Monday to mark the 50th anniversary
01:26of the Cubana de Aviación flight sabotage.
01:26Cuban President Miguel Díaz-Canel presided over 24 members of national fencing teams.
01:29Officials attending the ceremony denounced historical United States attacks and current forms of economic and political pressure against the island,
01:36including trade restrictions and Cuba's designation on state sponsors of terrorism lists.
01:42In this context, participants paid tribute to the total of 3,478 victims of state terrorism and aggression against the
01:50nation,
01:51reaffirming commitments to historical memory and security.
02:01And in Cuba, students, athletes, workers and members of the security forces gather at the José Martín Memorial in Havana
02:07on Monday night to hold a vigil honoring victims of terrorism.
02:11Convened by the Young Communist League, the event commemorated 3,478 victims of terrorism acts against Cuba,
02:17perpetrated by the United States, including victims of the 1976 bombing of a Cubana de Aviación flight off Barbados.
02:25Participants displayed photographs of the victims, which included members of a national fencing team returning from regional competitions.
02:32In this context, speakers at the memorial emphasize the country's historical resistance, the preservation of national memory,
02:38and ongoing demands for justice regarding past attacks.
02:47In Cuba, President Miguel Díaz Canel share a message as the nation marks the 50th anniversary of the crime.
02:53In this regard, Díaz Canel stressed it has been 50 years since the terrorist attack that destroyed a Cubana Airlines
02:59plane carrying 73 people,
03:01most of them young, who were returning home brimming with medals and joy after sweeping the Central American fencing championships.
03:08Ending his message by recalling that the masterminds behind the attack lived for many years as unpunished guests in the
03:15United States,
03:16the country that has historically sponsored terrorism against Cuba.
03:26And in this context, Cuban Foreign Minister Bruno Rodríguez also commemorated this day by posting on his ex-social media
03:33account that,
03:3450 years ago, confessed service, trained, funded, and protected until the deaths by the U.S. government and politicians in
03:40South Florida,
03:41committed the horrendous crime of Barbados by blowing up a Cubana de Aviación airplane in mid-flight with 73 people
03:48on board,
03:4933 of whom were Cubans.
03:51In order of those victims and the 3,478 dead and 2,099 injured with disabilities as a result of
03:57acts of this nature against Cuba,
03:59our country observes the day of the victims of state-sponsored terrorism.
04:03We reaffirm our firm condemnation of terrorism in all its forms and manifestations.
04:14And Cuba's General Customs Office has introduced new regulations flexibility on personal imports to boost domestic supply and streamline trade
04:22amid external economic pressures.
04:24Under Resolution 340, citizens who exceed standard non-commercial import limits will now have the option to import excess goods
04:31for commercial purposes by paying progressive tariffs in foreign currency.
04:36Finance Minister Vladimir Regado outlined a tiered tariff structure ranging from 15 to 30 percent depending on shipment value.
04:44Authorities framed the sovereign policy measure as part of ongoing efforts to mitigate the impact of the long-standing U
04:51.S. economic blockade,
04:52protect internal supply chains and modernize national trade mechanisms.
05:02And the Venezuelan government has added 150 megawatts to the national electric system as part of the progress in strengthening
05:09the country's power generation capacity.
05:17Recently, we brought the Termozulia 5 generation unit into operation.
05:22This is part of the plan announced in recent days, and with it, we are adding 150 megawatts to the
05:28national electric system with a direct impact on the Zulia region.
05:33This is aimed at benefiting the people of the state, and we continue working toward that goal.
05:57As Brazil heads to a runoff after a tight first round, our special envoy in Rio de Janeiro, Belén de
06:02los Andos has sought reactions to the results.
06:04Let's see.
06:06The first round in Brazil closed with far-right Flávio Bolsonaro in the lead over President Lula da Silva by
06:12a margin of just under two percentage points.
06:15Both now head into the runoff with the odds favoring the Liberal Party.
06:19It was alarming. We didn't imagine that there would be this result. We knew it would be tight, but we
06:27have hope too.
06:30Sadness, depression, suffering. It's very, very bad to find yourself in a far-right country where the candidate in front
06:39of you is a bad person.
06:42I'm happy. I'm younger, but with a lot of experience in the market, with a lot of hope. Speaking of
06:47Lula and Flávio, my vote is Flávio.
06:52Although the turnout was similar to recent elections, many see the key to the runoff in the tens of millions
06:58who did not vote.
07:02I believe we have to look for those who didn't vote. The abstention rate was very high. There were 33
07:07million people who didn't vote.
07:10Others say that campaigns' abilities to communicate clearly will be decisive in winning back people's confidence.
07:19We need to hear. We want the candidates to express their positions and tell us what they have to offer.
07:25For the left, the path is particularly steep. Still, with less than three weeks to go and a margin of
07:31less than two points, many are ready to intensify their efforts.
07:36I would like to have hope to try to fight, to change these votes, to try to show people. But
07:41my belief is that people don't want to see. They really chose this path.
07:47We need to change this picture. We can't give up the game. There are 20 days left. We have to
07:52think day and night, minute by minute, and move forward. We can't give up the militancy.
07:57The Brazilian runoff will take place on October 25th to decide the next president of the region's largest economy.
08:05Belen de los Santos for Telecero English from Rio de Janeiro, Brazil.
08:11And students at the Federal University of Fluminense in the state of Rio de Janeiro protested on Monday against presidential
08:17candidate Flavio Bolsonaro
08:18and in support of the re-election of President Lula da Silva one day after the first run of the
08:23presidential election.
08:25The call to action was issued by the Evaristo de Vega Academic Center at the UFF School of Law.
08:31We stated that the shock and astonishment at the election results must turn into a movement and call on people
08:38to organize, occupy public spaces and remain mobilized ahead of the runoff schedule for October 25th.
08:44The mobilization took place approximately 24 hours after the results of the first round were announced.
08:56We don't have a first break coming up. Remember you can join us on TikTok at Telecero English where you'll

09:03We'll be right back. Don't go away.
09:26Welcome back.
09:27On Tuesday, the French police repressed several student demonstrations across the nation protesting over staff shortages, dilapidated classrooms, and overcrowding.
09:35Police barrel against student protesters with batons and shields, firing tear gas at assembled crowds.
09:41According to student unions, 450,000 people have taken to the streets of Paris, Lyon, Rennes, Bordeaux, Toulouse, and Marseille,
09:47among other main cities across the nation.
09:49The police response to the demonstration has led to over 5,000 arrests and more than 200 injured being labeled
09:55as violent and disproportionate by protesters and left-wing politicians.
09:59The protests, which have prompted the closure of hundreds of schools and dozens of universities, denounce inequalities in the education
10:06system, the poor conditions of classrooms, and a severe lack of teaching staff.
10:15And the Spanish government approved on Tuesday emergency measures to address the housing crisis after an outbreak of violence in
10:22the coastal city of Barcelona the previous night that drew tens of thousands of people into the streets.
10:27Prime Minister Pedro Sánchez's government approved measures similar to those rejected by parliament last Friday, which prompted his call for
10:34early elections on November 29.
10:36The measures will be sent for ratification by an interim legislature known as Parliament in Commission, which remains active until
10:42the elections.
10:43This is where the government is using the parliament in dissolution amid the snap election process in a new effort
10:48to pass the overturned housing decrees that mainly propose eviction protections for vulnerable households without alternative housing and a mandatory
10:57extension of residential lease agreements through 2028.
11:00The new decrees, which maintain the essence of the rejected laws, will be now examined in a special parliamentary council.
11:16As you are aware, the cabinet has approved two royal decree laws, which, whilst incorporating certain additions that we consider
11:24to be very positive, retain the essence of the two royal decree laws that lapsed in the plenary session of
11:29the Congress of Decree.
11:31We have done so because the circumstances that led to these royal decree laws being introduced have not changed over
11:37the past two days and, therefore, these royal decree laws would, of course, benefit ordinary people in terms of access
11:44to and protection of housing.
11:46Of course, in what represents access and protection to housing.
11:53British airlines are struggling with rising fuel costs due to high prices on the international market.
11:58The airline executive stated that aviation fuel currently accounts for nearly 30% of the company's operating costs.
12:05For its part, the International Air Transport Association noted that the price of fuel in North America has risen by
12:11more than 110% year-over-year.
12:14Analysts described the situation as a daily struggle that cannot be offset.
12:18However, seasonal refinery maintenance is expected to reduce supply and support prices in the coming weeks.
12:39In Russia, a Ukraine drone attack left two people dead and nine others injured on Tuesday in Moscow and several
12:45towns in the region.
12:46Russian authorities reported that air defense forces shut down 185 drones in 16 municipalities.
12:52Among the victims is a 71-year-old man whose body was found among the rubble of a destroyed home.
12:59The attack also caused damage to dozens of homes, a residential building, and several vehicles.
13:04As a security measure, Moscow's four airports imposed temporary flight restrictions for its part.
13:09The Russian Defense Ministry reported the interception of 868 drones in various regions of the European part of the country.
13:23On Tuesday, Pacific leaders and climate officials gathered in Fiji for pre-Cup 31 talks with clean energy, access to
13:30climate finance, and a stronger voice for people with disabilities high on the agenda.
13:34Fiji's Minister for Environment, Linda Tabuya, expressed that clean energy is about economic resilience and ending our costly dependence on
13:42imported fuels.
13:43Meanwhile, Australian Climate Change and Energy Minister Chris Bowen pointed to the economic toll of the region's reliance on diesel,
13:52adding that it is terrible for respiratory health and for the economy.
13:56Disability inclusion is also on the pre-Cup agenda, with a dedicated session in Nadi examining how people with disabilities
14:02can play a greater role in climate action.
14:04The talks are helping set the stage for COP31, which takes place in Antalya, Turkey, from November 9th to the
14:1120th.
14:15So at the very beginning, as the Government of Australiaと同時, it's clear that clean energy is not just about cutting
14:17emissions.
14:18For small island developing states, it is about energy security.
14:22It is about economic resilience.
14:24And ending our costly dependence on imported fuels, as we have seen in the latest global fuel crisis.
14:32This agreement alongside Australia's vital seven million dollar allocation
14:37toward Pacific clean energy is exactly the practical frontline backing of our
14:44region need that we need as we move away from fossil fuels. To see more solar
14:50schools in Fiji in remote and maritime schools, 2.2 million dollars for scaling
14:56up renewable energy access across Papua New Guinea's Oro province for 19
14:59communities and two and a half million dollars to deliver reliable clean energy
15:04for the north of the autonomous region of Bougainville. This is the sort of
15:08practical action that Australia takes to help to help the Pacific transition away
15:12from fossil fuels. Some Pacific countries spend 25% of their GDP on diesel, 25%
15:19that's terrible for emissions, it's terrible for respiratory health and it's
15:22terrible for the economy and it's terrible for supply chain certainty so we
15:27want to help the Pacific. Let's now take our second break, we invite you to visit our

16:02Welcome back. On Tuesday Kenya confirmed its first Ebola casualty after a Kenyan citizen who had traveled from the Democratic
16:08Republic of
16:09Congo died in Nairobi. According to Kenya's Health Minister Adendoale the patient had been
16:15ill for about a month before traveling by road from Congo to Uganda's capital Kampala
16:22and then flying to Nairobi on Saturday. After arriving at Nairobi's international
16:26airport he passed through health screening and was later taken by a relative to
16:30Nairobi hospital where he was admitted with fever, chills and bleeding beneath the skin and
16:36was quickly placed in isolation. The man died late on Monday and buried later on the
16:42protocols designed to prevent further spread.
16:49In Nigeria, 25 people died as a result of a military plane crash while on a routine mission
16:55between Benin City and Lagos in the southwest of the country, the African country. Statements
17:00from the Army and the Minister of Aviation confirmed that the Air Force plane that crashed last Monday
17:06on the state had 20 passengers and five other crew members on board. According to media reports,
17:11the wreckage of the plane was found in the coastal city of Ipokoda in on the state and search and
17:17rescue teams remained deployed. For his part, President Bola Tinubu issued a statement following
17:22the accident that has launched the African country in the morning and offered his condolences to the
17:27victims' families, assuring them that an investigation has been launched to determine the causes of the
17:33crash in order to prevent this type of incidents in the future.
17:41And Ethiopian Prime Minister Abiy Ahmed reiterated that his landlocked nation must secure
17:46access to a Red Sea port despite warnings of potential conflict from neighboring countries.
17:51Speaking after being sworn in for a third term, Abiy stated his government would work
17:56traditionally to secure a port outlet. Regional neighbors recently stated at a summit that
18:01Red Sea responsibility belongs only to coastal states. Concurrently, federal troops have clashed
18:06with gray separatist rebels, with Ethiopia accusing Eritrea of supporting the group. In this context,
18:12the ongoing dispute over the Grand Ethiopian Renaissance Dam continues to strain relations with Egypt
18:17and Sudan, who rely on the Nile River.
18:26If the civilization cannot be realized without access to the sea, based on the principle of give and take,
18:32we'll work diligently to ensure that Ethiopia has an outlet to the sea.
18:58The German military forces launched retaliatory ballistic missile strikes against pro-Saudi militia
19:04positions and have halted their advance toward the Jisan region. According to the Spokesperson
19:09for the Armed Forces Brigadier General Jaya Sadi, Saudi forces were targeted by ballistic missiles in
19:14the southwest of the country. In this regard, the authorities confirmed the targets were hit,
19:18leaving more than 200 casualties among the Saudi-backed forces. Sadi confirmed another attack on the
19:24Saudi International Airport in Aba, using a ballistic missile and reiterated the consequences of
19:29continuing to operate flights in the territory. In this scenario, Germany forces also frustrated a Saudi
19:40Arabian attack in the southwest of the Thais governorate. In an attempt to penetrate the borders
19:45of the Dubab district, military forces succeeded in reclaiming five districts and taking control of
19:50areas within towns such as Al-Mawasid. At the same time, Germany announced a series of attacks against
19:56military and economic targets in Saudi territory. The sites were Hamish Moussaid, Rejad and Jeddah.
20:08And for its part, the General Authority of the Civil Aviation of Saudi Arabia issued a statement
20:13regarding the strikes by Gemini military forces within Saudi territory on Monday. The statement says,
20:18On the night of Monday, the 24th of Rabbi Al-Thani, 1448 AH, corresponding to October 5th,
20:262026 AD, King Abdullah bin Abdulaziz International Airport in Shizan and Nahlan International Airport
20:33were targets of two attacks. The note reiterates the authorities working in full cooperation and
20:37continuous coordination with the relevant security agencies to assess the damage and take all necessary
20:43measures to ensure the safety of passengers and employees. With this information, we have come
