00:00New regulations restricting the use of bikes and some street trading activities are set to be introduced in parts of
00:07Leeds City Centre.
00:09Proposals for the Brigitte Action Plan, aimed at making some of the City Centre's busiest areas safer for everyone,
00:15received overwhelming support during a public consultation last year.
00:19Once implemented, the Action Plan will mean a requirement to walk rather than ride bicycles and e-bikes
00:25within the City Centre's pedestrianised shopping area from 10.30am until 8pm every day.
00:31An estimated 1,100 bikes travel up and down Brigitte each day, including heavy bikes used by delivery drivers,
00:38which can travel up to 45mph and pose a serious potential risk to pedestrian safety in the event of a
00:45collision.
00:45The Action Plan will also introduce prohibitions around certain street trading activities in targeted areas.
00:51This will include mobile street traders, also known as peddlers, with extended restrictions in place during major City Centre events,
00:59including Leeds Pride, Light Night Leeds and the Leeds Christmas Market.
01:03Many peddlers currently gather in the same areas at the same times, which can result in access issues on key
01:09routes,
01:09along with some associated antisocial behaviour and the sale of counterfeit goods.
01:14Anyone contravening the new regulations could be given a £100 fixed penalty notice.
01:20The new restrictions on peddlers are expected to be in place by the 1st of October,
01:24with restrictions on bikes in pedestrianised areas due to be in place by the end of the year.
