00:38Registrations for 30 free campsites open today but many of these tents have been here for weeks.
00:45There are restrictions in place meaning no more than 60 people will be allowed to camp at any one time.
00:52The council is banning caravans and anyone under the age of 18.
00:56Eligible campers can stay for 21 consecutive days or up to 42 days over a 12 month period.
01:04But advocates have raised concerns about safety and access to support services.
01:09I think it's a great initiative that could be passed on to other councils as a way forward to dealing
01:14with homelessness.
01:15But something like this really needs to be set up right.
01:18It needs to have the supports and services in place and there needs to be a pathway out of here
01:23into housing.
01:24The council says it will discuss pathways to housing when it engages with those experiencing homelessness.
01:30The free campsite will be under security surveillance and trialled for 12 months.
