00:00You were taken advantage of and you were abandoned by a previous administration.
00:05We will resolve those issues.
00:06Promises to fix the failings of an internal plumbing system
00:10installed within three five-storey buildings which make up HTC's Carlton Place San Fernando
00:16came from Minister in the Ministry of Housing, Philip Alexander, on Friday.
00:21His visit came days after TV6 highlighted the many concerns by residents,
00:26key among them the frequent plumbing leaks which have caused flooding over the last three years.
00:32That poor planning and bad design and the terrible execution,
00:37you're living with a big catastrophe there.
00:40If this was a private sector building, it could have condemned the building.
00:46That's the reality.
00:47Somebody may have had to come in here and rip out all the plumbing and repurpose it.
00:51We could tell you our first step is to try and resolve the issue.
00:58I guess putting some controls on the pumps.
01:03The system as it exists, we will make it functional.
01:07We have sealed...
01:08As a fancy way of saying we will fix it.
01:11Residents raised concerns over a lack of gates, the absence of fire escapes, a termite infestation,
01:19and a list of water leak-related problems like mold-plastered walls and drooping ceilings.
01:25The information that we have is that the contractor is claiming that under Penelope Beckles and Camille Robertson-Regis,
01:33the HTC signed off and accepted it as complete.
01:38No gates, faulty stack, bad plumbing, all of the above.
01:42What that means is most likely this issue will result in legal action to recoup and to cover the cost
01:52of any and all repairs from the contractor.
01:56And that will be how this HTC under this Ministry of Housing treats with faulty work done by contractors on
02:05all HTC projects.
02:06Minister Alexander says he did not want to release the contractor's name,
02:11but said a thorough investigation into the contractual agreement and what was delivered is being undertaken.
02:18There was someone that...
02:20There were contractors that were busy under the PNL.
02:22Are they busy under the USA?
02:25They're not...
02:26That I am aware of.
02:27They're not part of any projects that we have ongoing.
