Layunin daw nitong maging sentro ng artificial intelligence (AI) at advanced manufacturing sa bansa, makalikha ng de-kalidad na trabaho, mapalakas ang kakayahan ng ating industriya, at mapasigla ang ekonomiya ng Pilipinas.
Pero bago ito, may ilang grupo na ang umalma dahil sa posibleng problemang dala umano nito sa supply ng tubig sa Central Luzon at karatig lugar.
