00:16would feel surrounded by businesses, while planners said the scheme would isolate another
00:22home between two shops and significantly harm living conditions. Officers also said the flats
00:29were cramped and failed to meet minimum space standards. They added there was no justification
00:35for why the shop could not open in Cape Hill's main shopping area instead,
00:39under planning policy and rules set locally by the Council.
