00:17used decoy profiles and Hughes believed he was communicating with girls aged 12 and 13.
00:24He admitted four charges before sentencing. Recorder A. Siddiqui told him he could have
00:29caused serious harm and said immediate custody was inevitable. Hughes had been suspended by
00:35Labour before later leaving Dudley Council after failing to attend meetings for six months,
00:40according to the authorities' records.
