00:00Dear İgristiz family, our guest on this broadcast is Mr. Ahmet Bahadır Ünlü, the Mayor of Bayat, Çorum.
00:07Hello Mr. President.
00:09Hello.
00:11Mr. Bayat, as far as we understand, this is one of Oğuz's important issues.
00:18Could the name Bayat come from that name?
00:20Of course, it's one of the Oghuz tribes.
00:24There are only two of us as a district in Türkiye.
00:26One is from Bayat in Afyon, and the other is from Bayat in Çorum.
00:28Bayat is a district in many countries, but only two of them are considered as a district.
00:32As we mentioned before, it's one of the Oghuz tribes.
00:36And it continues.
00:37So it continues within that culture.
00:40Just like with the name, it continues in the culture.
00:43How nice.
00:44Mr. President, could you tell us a little about your work in Bayat?
00:48In addition, could you draw it from an agricultural perspective?
00:51Here you go.
00:53Exactly.
00:54As we mentioned, Bayat is a district located 80 kilometers from both Çankırı and Çorum.
01:01It became a district in 1958.
01:02The vast majority of its population resides in Ankara.
01:06We are ranked 7th in Ankara.
01:07We have a population of 47,000 in Ankara.
01:09This is only the official population figure for Bayat district.
01:12Apart from that, we have a population of around 60-70 thousand registered and officially residing in Ankara.
01:19His entire livelihood depends primarily on agriculture and livestock farming.
01:24Of course, due to our proximity to Ankara, the construction sector's labor demand will eventually lead to people leaving our district.
01:33Initially, they would go to work in the summer and return in the winter, but later, due to complete migration, there are currently 14,500 people in total in our district.
01:42a district with a population.
01:44As we mentioned, one agricultural mistake in recent years was as follows.
01:48Previously unwatered lands began to be transformed into rice fields with the introduction of mandarin irrigation.
01:53Approximately 70,000 acres of land can be irrigated with this project.
01:58Rice was planted for the first time.
02:00According to Tahala, there was a shift to rice cultivation, which is more productive than wheat and barley.
02:06This transition naturally led to product diversification, and product diversification through irrigation also occurred.
02:12However, as we mentioned, there has been a decline in livestock farming due to migration.
02:16For me, this first period lasted about a year and a half.
02:24When we took stock of ourselves, we had announced 61 projects.
02:28We said we would complete all 61 of the 61 projects, so we distributed a chicken brochure to every household.
02:34By God's grace, we have completed 42 of these 61 projects to date.
02:39We completed 42 of them in a year and a half.
02:42Of course, we didn't stop there.
02:44I'm coming from a field trip related to another DOKAB project.
02:48We are continuing with these projects, adding at least another 15-20 to the existing 41.
02:54Of course, this process is not easy.
02:57Economic conditions are not easy.
02:59Given the current global situation, investing is difficult.
03:05There are problems related to municipal administration, but thanks to our government and state, we are overcoming them.
03:12With the incentives we received, we are continuing with our team.
03:16What have we done?
03:17To briefly summarize, if we're only talking about major projects, we've laid 2800 tons of asphalt.
03:26There was no paved road in our district.
03:2712 kilometers of infrastructure, and another 12 kilometers of rainwater drainage separation system,
03:31We had one dam and one water treatment plant for our drinking water.
03:35I don't know if you're aware of this, but our water here was salty because we're very close to Çankırı.
03:42He gave up on salty and calcareous water.
03:44We took over the water treatment plant and the dam, which receive purified water from the mountains.
03:47We make the payments, we run the business.
03:49We haven't experienced any water shortages this year.
03:52For example, we've managed to do this.
03:54We separated the rainwater.
03:55We laid 20,000 square meters of stone, covering an area of 20,000 square kilometers.
04:00This stone, which was used as a reference for natural gas in our district when we first arrived, was at 40%, 30%, and now it has reached 80%.
04:06With these repairs, we're still getting the same result.
04:10In addition to that, we have bayathanimeli.com, one of our projects for women.
04:15We had also brought this up in our discussion at the Agra City conference that day.
04:19We said that Konya is the granary of Türkiye, and that Çorum's Konya is stale.
04:25Let's repeat this sentence as well.
04:27What can we do about Tahal?
04:29What other ways can we diversify our products?
04:32We established an association with our women, and then a cooperative.
04:36We are continuing our efforts to establish one sales point in Ankara and one here.
04:40By diversifying these products, we can include ingredients for keşkek (a traditional Turkish dish), bulgur, and more.
04:46We are also trying to go beyond other products and standard products.
04:49For example, one of them is salt water.
04:51I don't know if you've ever heard of it, but it's salt water.
04:53Our spring water turns out to be salty.
04:56We make pickles from the liquid that comes out, and these pickles last for two years.
05:01It also affects blood pressure plots.
05:03So, because there's no salt, the salt water is also stable.
05:06Think of it like ready-made pickle juice.
05:09We make pickles with these.
05:10We sell these.
05:11We created a website.
05:12We also handle these through our municipality via our WhatsApp line.
05:17There was no cargo terminal in our district.
05:19We are trying to manage with this cargo service.
05:21We are trying to sell through women again.
05:24We are trying to promote our district in other regions as well.
05:27Apart from that, we improved our social facilities.
05:31We are building a picnic area.
05:32We bought 10 out of 57 acres.
05:33We are continuing with the allocation process.
05:34We have installed lighting at the entrance to our district.
05:36It's over.
05:38The construction of one of our health centers, which was built during our term, is nearing completion.
05:42The library has been included in our investment project.
05:44The District Police Department has been included in the investment project.
05:47The Forestry Directorate has been included in the investment project.
05:49One of the most important is the 12 kilometers of roads within the district.
05:53The tender was awarded for two intersections and 12 kilometers of hot asphalt paving.
05:59DSI has implemented numerous flood protection measures and similar projects.
06:05New TOKİ (Housing Development Administration).
06:07There were no TOKİ (Housing Development Administration of Turkey) projects in our district.
06:08107 houses are nearing completion.
06:10There are 280 requests.
06:11200 more will be made.
06:13We have created a new zoning plan.
06:14We created 500 new plots of land.
06:16We also offer these to our people in installments.
06:19Our only condition is that the buildings to be built here have gardens.
06:22Our agriculture is probably an example in Türkiye.
06:25I am trying to prevent construction on agricultural land.
06:28For example, this would prevent people from building houses in their old gardens.
06:31I'll give him a plot of land.
06:32He should build his house with a garden there.
06:33But let him continue to use his garden as a garden.
06:35Our work in this area continues.
06:38We believe we will accomplish even more in the future, God willing.
06:42What a wonderful president!
06:43We, of course, know you from the Egristiz congresses.
06:47We wish you continued success.
06:49For all the jobs you've mentioned, money is of course very important.
06:53Where did you find a treasure, Mr. President?
06:57How do you conduct those studies?
06:59Let me say this first.
07:02I am a fellow townsman, sir, and a graduate of Konya Selçuk University's Department of Cartography.
07:06After that, I completed my economics degree and then a master's degree in business administration.
07:11We had been serving as the Provincial Health Director's Judge for 8 years.
07:13What is money management?
07:16So, in the sense of what management is, I've been working in management for about 20 years.
07:21Everyone controls the money, which is the most important thing here.
07:24There's no problem here.
07:25Managing money you don't have is important.
07:27Of course, when we planned our budget, we started our first term last year.
07:31We had planned a budget of around 120 million.
07:33God granted it.
07:35We closed it last week.
07:36We closed with a 90% completion rate on a budget of 162 million.
07:41Of course, our biggest supporter in this is our government.
07:43We have our government behind us, and our grants from the Ministry of Environment and Urbanization as well.
07:47and our grants for the project.
07:49It's probably the only municipality of its kind in Türkiye according to the National Agency.
07:53A municipality of this size has secured two social projects worth 69,000 euros from the national agency.
07:59We did it.
07:59Speaking of social issues, if you'll allow me, I'd like to tell you about those as well.
08:04For the first time, we took women from our district, 150 women, to Safranbolu.
08:09It's about a 4-5 hour journey.
08:12In Safranbolu, professional guiding, meals, entrance fees – everything is on us.
08:18But all three meals a day will be ours.
08:20Without any discrimination, without drawing lots, we took everyone who wanted to go, all the women, to Safranbolu.
08:26We took them on a day trip and brought them back.
08:28I'll just mention one very small point here.
08:31We took everyone, young and old.
08:32We saw there that we have people who never eat out.
08:37He had never eaten at a restaurant in his life.
08:39So we took these women, our aunts, our sisters with us.
08:43That satisfaction is enough for us.
08:44We believe their prayers are enough for us.
08:46Of course, I'll say it again, the world is at war, and everyone can see that it's an economic war.
08:53As I said before, economic conditions are also along those lines.
08:57So, in my opinion, saving is key; I believe the greatest gain comes from saving.
09:01Of course, just because we're saving money doesn't mean we've stopped investing.
09:06We have renewed our vehicles.
09:07Another new garbage truck is arriving this week.
09:09We got one of our menus.
09:10We got a portable generator.
09:12We got another one of our menu items.
09:14We bought a truck.
09:16So we're continuing.
09:17Our investments are also continuing.
09:18But I agree with what you're saying.
09:19Of course, running a municipality is difficult during this period.
09:22But we say that serving the people means serving the people, not just in words like some, but from our hearts.
09:28We usually say "that's enough" and get back to our work after we hear "May God bless you."
09:32That's wonderful, Mr. President. May God help you.
09:36May God make it easy for you.
09:37Thank you very much.
09:40We wish you continued success in your studies and achievements.
09:43Thank you.
09:45I wish you happy days apart.
09:46Good luck.
09:47Thank you.
09:47Thank you.
