00:00Griffith tells the morning edition the identification of crime hotspots can no
00:05longer be driven by political considerations insisting that areas
00:09should not be viewed as red or yellow strongholds along party lines he
00:14stresses that such thinking has no place in national security planning and raised
00:19concerns about the police commissioners operational capacity to effectively
00:24manage the task ahead I think the commissioner because remember he was
00:28middle management so he may be very limited in in in exposing himself to
00:32understand how you do a proper national operation by analyzing a situation and
00:37having intelligence driven police and he may just look at okay let's look at where
00:41the serious crime is give it to the government and say that's where you have
00:44so so that is not how this thing is supposed to work properly for it to work
00:47properly it is not just targeting the setting field for bad boys and just put
00:52patrols where there's crime because time will be deflected the criminals will move
00:55the former top cop believes that because those primarily responsible for
01:00addressing crime have failed to do so decisively the government has been
01:05forced to intervene through the implementation of the Zosos the government
01:10is trying to do something to make the country safer and they're doing this
01:14because of the inability of the commissioner and the minister to come up
01:17with policies units technology systems whatever in the absence of that then you
01:22would have we would have gone back to 600 murders so the government is forced to
01:26play their hand in a state of emergency and this is not to knock this government
01:30because the last government likewise for 10 years there was not other than when
01:35that what I implemented as commissioner there was not one new unit technology
01:39policy Griffith says the measure effectively acts as a cushion for the
01:44state allowing authorities to regain some level of control when those held under the
01:49state of emergency are released it's about if we are unable to control these gang members if
01:55they come back out after being released from the state of emergency and then so in the state and
01:59then the state having to pay which is going to be probably situation this also is going to be
02:03that cushion for the country and it may very well be effective does the end just to justify the means
