00:00I'm Tom Morris, Jr., and this is Fugitives Caught on Tapes.
00:22This guy has no regard for anybody else in the road.
00:24First up, we're in Savannah, Georgia, where state troopers are in pursuit of a man who
00:54just pulled a gun on an officer and then stole a police cruiser.
01:01Earlier, Chatham County Police got a complaint from a hotel about a man in a pickup truck trespassing
01:07in their parking lot.
01:09When Officer Philip Hutto arrived, he met the man who told him his truck wouldn't start.
01:14After Officer Hutto ran his license, the man was identified as 29-year-old Jacob Palmer.
01:28Palmer was wanted in Virginia for assault and drug possession charges and considered armed
01:33and dangerous.
01:34Officer Hutto now approached the suspect cautiously.
01:40Officer Hutto attempted to arrest the suspect, but Palmer fought back, and during the struggle,
02:02Hutto's body camera fell to the ground.
02:09The incident was also captured by the hotel's security camera.
02:26According to Officer Hutto's police report, the suspect pulled out a gun during the struggle,
02:31but Hutto was somehow able to pull the magazine out of it.
02:36And when the suspect broke free, the officer deployed his taser.
02:43The taser was ineffective, and Palmer jumped into Hutto's cruiser while the officer ducked
02:50behind these bushes for cover and called it in.
02:54Then the suspect led the scene in the police cruiser.
02:57The suspect was not the public's issues.
03:04So what happened?
03:05No, I think he was bombed.
03:06Yeah, I'm okay.
03:07I just, what the warrant?
03:08Line-2 on your chest forehead.
03:09Were you hit by bullets or anything on that sort?
03:10I pulled the magazine out of his gun, I don't know if, I don't know if he's got more.
03:15But, I pulled one magazine out of his gun.
03:18If you have any troopers in Chatham county.
03:20We have a suspect armed, and is now in a stolen patrol car.
03:24Now, Georgia State Troopers, Dante Williams and Aaron DiGiacomo, who were on patrol in
03:33the area, both rushed to track down the fugitive, and they soon spot him as he speeds through
03:44this intersection.
03:54After briefly going off-road, Palmer drives in the opposite lane of traffic and blows through
04:01a red light.
04:02The suspect then throws an item out of the car at the pursuing troopers.
04:10Then, without warning, Palmer fires at Trooper DiGiacomo, cracking his windshield.
04:20As the troopers continue to follow the fugitive on busy local roads, he makes a wide right
04:32turn and slams into this SUV, ripping off its front bumper, and then drives his truck onto
04:43the sidewalk.
04:44Going the wrong way on Victory.
04:46Then, moments later, he drives onto a median, knocking over a street sign, and losing one
04:56of his tires.
04:57Looks like he's lost one tire at least.
05:00We're on Victory heading west, Victory heading west.
05:04With his empty wheel rims scraping the street and kicking up clouds of dust, the suspect drives
05:09up onto another median.
05:11It's 10.50 and some more.
05:12I mean, the whole front end is coming apart.
05:14This is going to end pretty soon.
05:16Before hopping a curb and crashing into this sign.
05:20But this fugitive doesn't seem to be done yet.
05:24As he exits the vehicle, his gun in hand, the trooper fires on Palmer, who goes down.
05:38DiGiacomo, along with Trooper Williams, carefully moves in.
05:42As backup arrives and Trooper Williams gets the suspect in cuffs, a fire suddenly breaks
05:58out in the stolen cruiser.
06:02Officers quickly move Palmer to safety and provide aid, as others use fire extinguishers
06:08to douse the flames.
06:14Troopers recover a handgun at the scene.
06:17EMS arrives and takes Palmer to the hospital, where he's treated and eventually released
06:22into custody.
06:24Palmer was charged with hijacking a motor vehicle, aggravated assault on a peace officer, obstructing
06:30an officer, and fleeing or attempting to elude an officer.
06:33He pled guilty to all charges and was sentenced to 56 years, the first 18 to be served in
06:39prison and the remaining 38 on probation.
06:44No officers were injured during the incident.
06:46Palmer's assault and drug possession warrant in Virginia remains active.
06:50And that case is pending.
06:55Next, we're in Sharonville, Ohio, where police are after a suspect wanted for questioning about
07:00a recent shooting, who's now driving recklessly and fleeing from law enforcement.
07:05He just wrecked into four vehicles.
07:08Earlier, Sharonville PD received multiple hits from flock cameras for a vehicle linked
07:14to a gas station shooting from two weeks prior.
07:18Dispatch spread the word.
07:19And before long, Officer Cody Herbig had tracked the suspect down in a hotel parking lot.
07:26But just as the officer pulled up, the driver took off.
07:30After exiting the parking lot, the suspect hit the highway.
07:37He's bound 275.
07:38The Ford Explorer.
07:39Speed's at 70, but traffic's really heavy right here.
07:44Eventually, the driver exits the highway.
07:47But as he approaches this red light, several vehicles are in his way.
07:53He just wrecked into four vehicles.

07:56This car's going to be disabled here shortly, so stand by.
07:57We're right in front of Kenwood, westbound.
07:58As the chase continues on busy local roads and through this red light, the SUV begins
08:14to break down.
08:15He's got a flat, disabled front right at least, so it's going to crash out here shortly.
08:20So if I can get some units ASAP.
08:23The driver blows through another red light, where he nearly slams into another vehicle.
08:29Then, after he zooms through another red light, the SUV literally starts falling apart.

08:39And after making this turn, things only get worse.

08:51The fugitive's car catches fire.
08:53And after one final turn, it comes to a stop.
08:58All three passengers exit.
09:02The driver makes a run for it.
09:05While the other male passenger gives up, and the female passenger runs across the street
09:10and stops.
09:11Officer Herbig jumps out of his cruiser and goes after the driver.
09:17A second officer arrives on scene with his gun drawn, holds the two passengers at bay, and calls
09:30it in.
09:32As additional backup arrives.
09:34Meanwhile, Officer Herbig catches up with the fleeing driver.

09:51I'm going to taste you.

09:54Officer Herbig gets an assist from a Hamilton County Sheriff's Deputy, and they cuff the driver.

10:12Officers lead the two passengers back to their cruisers, while the fire department is called
10:17to the scene.
10:18All three occupants are detained.

10:25After another fire starts in the suspect's vehicle, firefighters arrive and quickly put it
10:30out.
10:31The driver, who police say was in possession of fentanyl, was ID'd as 24-year-old Will Hughley.
10:38Hughley's record includes a previous conviction on gun charges.
10:42He was treated at a local hospital before being transported to jail and charged with possession
10:47of fentanyl, obstructing of business, and failure to comply with the order of a police
10:52officer.
10:53He pled not guilty, and his case is pending.
10:56The two passengers were not charged in the incident.
11:00As for the original gas station shooting, police say after Hughley was arrested, the
11:04victims identified him out of a lineup as the shooter.
11:08He was charged with two counts of balonious assault, pled not guilty, and that case is also pending.
11:18Next, we're in Tumwater, Washington.
11:21The police are in pursuit of a suspect wanted for assaulting a law enforcement officer.
11:28And what is the case?
11:31Well, that's who I might want.
11:33Come this afternoon.
11:35on patrol when he spotted a truck parked on the side of the road blocking traffic but when spitholler
11:41pulled up to the vehicle it took off soon officer jorge perez arrived as backup just as the vehicle
11:50suddenly stopped but again the driver refused to comply the suspect manages to pull away
12:15but when deputies catch up to the truck at this gas station
12:23they seize the opportunity as it spins out in the slippery parking lot
12:31stop the driver is surrounded and deputies including a canine unit order him to give up
12:38stop and you're gonna get bit by a dog exit the vehicle exit the vehicle with your hands up
12:52he manages to escape again but this deputy quickly attempts a pit maneuver
12:57during the pit attempt the deputy's bumper gets stuck in the truck's rear wheel well
13:15but the suspect manages to break loose and flees down the wet road in reverse
13:27this guy he turns the truck around and then brake checks the deputy behind him

13:41after two more pit maneuvers the suspect spins out
13:48but he still refuses to stop reversing into this grassy area
13:52after this deputy forces him up against a tree and another pulls up to block his exit path
14:02the fugitive seems to finally be stuck

14:10i can't see hands stay right there deputies spend almost an hour trying to get the driver to exit the
14:17truck when he still refuses to comply sergeant devin bagby and his canine partner igo prepare to move in
14:35when igo isn't able to jump up through the truck's window the sergeant gives him a lift

14:51despite struggling to fight back against canine igo the driver still refuses to get out of the truck
14:57so sergeant bagby deploys his taser
15:00and then pepper spray the pepper spray proves to be too much for the suspect and he finally
15:12comes out of the vehicle deputies move in and take him into custody
15:21he was id'd as 42 year old john joseph payette the third yet was arrested and charged with attempting to
15:27elude pursuing police officers assaulting an officer harming a police dog and resisting arrest
15:34he's yet to enter a plea and his case is pending one of the deputies and the suspect were treated for
15:41minor injuries sustained during the pursuit canine igo also suffered minor injuries but according to the
15:47thurston county sheriff's office he's doing well and back on the job
15:51next we're in detroit michigan where local pd are in pursuit of a suspect in a semi truck who they say
16:02just assaulted his wife hit a police cruiser and is now on the run from law enforcement
16:09earlier when dispatch got a call about a domestic disturbance in progress the suspect's daughter
16:14told them that her father had fled the scene getting a ride from a neighbor dispatch sent out the
16:21alert all right it's going to be an airmail green shirt and jeans and you don't have seen
16:26a purple red sedan driving towards schlop from the address now just minutes later as corporal adam
16:33walker drives past this parking lot he spots the neighbor's vehicle one i've got it here
16:38stop the car put it in park shut it off on the truck don't move the neighbor tells the corporal
16:50that the suspect 55 year old ali zabib is in a nearby truck in the parking lot the corporal calls it in
16:58on the driver of that car is advising he's got into a semi truck which is back out of
17:03the car is going to be in the parking lot as the corporal approaches the semi with his gun drawn
17:11the truck starts moving forward hey stop
17:19shut off the truck shut off the truck hey shut it off as the tension rises backup arrives
17:27hey stop the truck stop the truck including this officer who pulls up right in front of the semi
17:35shut off the truck now but the suspect does not comply
17:45okay just ran the vehicle as the semi takes off officers run back to their cruisers and take up
17:51pursuit oh easy easy to remove primary eastbound michigan coming up to uh 8 meter burgundy semi no trailer

18:10as the pursuit enters the highway officers become concerned that the situation may turn into an
18:16international incident but as he reaches the exit for the bridge to canada the fugitive does not take
18:34it we're bypassing the bridge speeds are 95 because officers are unable to pit the much larger truck
18:43and because dearborn pd does not use spike strips on moving vehicles officers make a decision in the
18:50interest of public safety 19 we're going to terminate this leave advice to the other agencies we know
18:56we the subject is there's only three saucers zabib escaped from law enforcement but he was spotted
19:02in the area the very next day and several locals recorded police chasing the semi on their phones

19:15zabib was able once again to obey law enforcement but after two days on the run police learned from
19:22the suspect's family that his truck was equipped with a gps tracker so they were able to track him
19:28down at a local market where special ops quickly moved in
19:33the fugitive was quickly arrested without incident and put in the back of a cruiser
19:43zabib was charged with domestic violence malicious destruction of property fleeing and eluding and
19:50reckless driving he pled no contest to all four charges and his sentencing is pending the suspect's
19:57wife suffered minor injuries to her hands and refused medical treatment no officers were injured during
