The United Nations Security Council held a tense meeting on the humanitarian situation in Ukraine, where Ukrainian and Russian ambassadors delivered sharply contrasting statements. Ukraine’s U.N. Ambassador Andriy Melnyk accused several countries of indirectly funding Russia’s war by increasing imports of Russian energy and called for massive secondary sanctions. Russia’s U.N. Ambassador Vassily Nebenzia countered by claiming Ukrainians were being “forced to fight” as he questioned Kyiv’s motives and its Western support. UN officials reported that 2025 has been one of the deadliest years of the war, with civilian casualties up 24% compared to 2024. The meeting was requested by Slovenia, Denmark, France, Greece, South Korea, and the United Kingdom.

00:00The meeting of the Security Council is called to order in accordance with rule
00:182025 has been one of the deadliest for the people of Ukraine.
00:24Civilian casualties between January and November this year were 24% higher compared to the
00:32same period in 2024.
00:35These figures continue to increase as the Russian Federation escalates its aerial attacks
00:41across Ukraine.
00:44The changing nature of the war, the pattern of injuries is also changing.
00:50In the past, most victims in mine-affected countries were injured from below by stepping
00:56on a device buried in the ground.
00:59Today in Ukraine, injuries increasingly come from above.
01:04The massive and systematic use of explosive drones has effectively moved minefields into
01:11the air.
01:13In addition to minefields on the ground, we now face what can only be described as minefields
01:18in the sky, indiscriminately killing and maiming civilians.
01:36If we place the numbers of energy imports side-by-side with Russia's military budget last year, estimated
01:43at around US$145 billion, the picture becomes unmistakably clear.
01:50The purchases of Russian energy by just three biggest consumers exceeded by far the entirety
01:57of Russia's annual defense spending.
02:00In other words, due to the absence of UN-mandated sanctions and absence ensured, of course,
02:07by Moscow's abuse of veto in this Council, a number of states are effectively sustaining
02:13Putin's war machine through their growing imports of Russian oil, gas and coal.
02:21We call upon the European Union, the United States of America and all other peace-loving countries
02:32to introduce massive secondary sanctions against all those countries who keep supporting Russia's
02:38war-making machine.
02:40The broader the coalition of states that refuse to subsidize Russian aggression through energy
02:47imports, the sooner this war will come to an end.
02:50I thank the representative of United States for the statement.
02:58And for the record, the Ukrainians already paid the ужасную цену, but they want to
03:02make them pay even more, by throwing on the streets, not wanting to fight men and throwing

04:13energy grid continue, leaving millions without heat and power.
04:19The killing must stop.
04:21Both sides must choose peace.
04:24Too much for too long.
04:27They deserve to return to their homes and to rebuild their lives and their country.
04:32This is a war that President Putin started.
04:36He could, if he wished, end it at any time by ceasing his full-scale invasion.
04:45We continue to hope that Russia will engage seriously with peace talks.
04:50But despite the genuine efforts of partners to mediate, Russia's campaign against Ukraine has
04:56only intensified in its brutality.
