Ukraine would reject a 28-point peace plan proposed by the United States and Russia, according to analysts, as Kyiv faces pressure to accept terms seen as highly unfavorable.

The plan reportedly includes territorial concessions to Russia, including areas not currently under Russian control, restrictions on the size of Ukraine’s military, a ban on joining NATO, and phased lifting of sanctions and reintegration of Russia into the global economy.

Jaroslava Barbieri, research fellow at the Ukraine Forum, Chatham House, described the plan as exploiting Ukraine’s political vulnerability and called it a “non-starter” from Kyiv’s perspective. She emphasized that European leaders need to step up in case the U.S. withdraws from the process.

President Volodymyr Zelensky discussed the plan with leaders from Britain, Germany, and France, carefully navigating the diplomatic situation. Meanwhile, the Kremlin stated that Russia has not received an official proposal and urged Kyiv to make a “responsible decision.”

01:16the donbass region losing thousands of people for um over 10 years now and so the idea that ukraine
01:25would have to give away uh territories that include heavily fortified cities that have uh helped stalled
01:33russian advances um really is a non-starter but also this idea of um giving amnesty uh to russia and
01:42the forestalling any ongoing effort to set up a special tribunal for russia's crime of aggression
01:49and ongoing investigation into war crimes uh conducted by russian soldiers in a number of ukrainian
01:56regions and they have experienced an occupation these are absolutely unacceptable conditions that
02:02they currently stand um for this war that is grinding on in its fourth year
02:21so this perceived window of opportunity of political vulnerability is sort of being exploited
02:26in an attempt to put pressure on cave um to accept again russia's uh maximalist demands
02:40there was an interview with russian foreign minister
02:44uh that sort of talked about a so-called alaska process and that is really reminding on the of the
02:51the so-called minsk process in the aftermath of the 2014 2015 invasion of eastern ukraine and it's this
02:59idea of trying to imitate progress in conversations and projecting this image of russia as being a
03:05negotiator in good faith which it's not but in a way it's trying to minimize the risk of trump losing
03:13patience with russia again and potentially imposing new sanctions and sort of uh imitating progress and and
03:20goodwill and trying to exploit this window of opportunity of weakness and on ukraine while trying to
03:26engineer a potential um opportunity for a new chapter in u.s russia relations in this age of transactionalism
03:36that trump has inaugurated
03:51that should be a proposal that really signals the red lines um of cave and european capitals
03:58um and really sort of um have a collective voice to signal to the us that
04:05the european um leader's intention is to keep the us on both on board both in terms of diplomatic
04:13engagement and military assistance to ukraine for as long as possible but europe needs to step up and be
04:19ready um to side with ukraine should the us choose to step out um of this process altogether
