00:27Our support to Ukraine is about making peace a reality.
00:31But progress on a much needed ceasefire and a lasting peaceful settlement remains painfully slow.
00:39Every day of continued fighting undermines the chances for diplomacy to succeed and increases
00:45the dangers of further escalation.
00:47We must admit the world's attention to the UN is fading.
00:52The organization has less influence and too often there is a lack of real decisions on
00:57fundamental issues.
00:59This is exactly what we need to speak about today, about the tools that sadly are not working
01:05now.
01:06But they will work, I'm sure.
01:08They will work if you are active, if we are active abroad in Beijing or somewhere else.
01:19If China truly wanted this war to stop, it could compel Moscow to end the invasion.
01:27Without China, Putin's Russia is nothing.
01:30Yet too often China stays silent and distant instead of active for peace.
01:36Putin is present here as well as a strong nation.
01:41I met with President Trump just now and we spoke about how to finally bring peace and we discussed
01:49a few good ideas and I hope they will work.
01:53And I'm grateful for this meeting.
01:55And we expect America's actions to push Russia toward peace.
02:01Moscow fears America and always pays attention to it.
02:06Instead, it became a warning to the world.
02:11And already with more than 30 nations in our coalition of Willings, we are building a new
02:17security architecture.
02:19We count on the United States of America at a backstop.
02:24Real security guarantees must become the line Russia cannot cross again.
02:31The President has worked on it tirelessly, has invested a tremendous amount of his own
02:35time, energy and the highest levels of our government.
02:39We have had meetings in Turkey, meetings in Saudi Arabia, meetings in Alaska, countless phone
02:44calls.
02:45Doing everything possible to bring this conflict to a resolution and to an end, a war that cannot
02:50end militarily.
02:51It will end at a negotiating table.
02:53He made it among his highest priorities, the restoration of peace anywhere and everywhere.
02:59The President is a very patient man.
03:00He's very committed to peace, but his patient is not infinite.
03:04And as he has said repeatedly, he has before him the opportunity and the options of imposing
03:10additional economic costs on the Russian Federation if necessary in order to bring this to
03:14an end.
03:15This war needs to end.
03:16But if it does not, if there is no path to peace in the short term, then the United States
03:27and President Donald J. Trump will take the steps necessary to impose costs for continued
03:32aggression.
03:33President, since the first day of the crisis, China has been upholding an objective and
03:39impartial position, calling for a ceasefire and cessation of hostilities, and advocating
03:45for peace talks towards a political settlement.
03:48Guided by the four truths put forward by President Xi Jinping, we have maintained close communication
03:54with parties concerned, sent our special envoys for shuttle diplomacy, and together with Brazil
04:00and other countries of the global south, initiated the Group of Friends for Peace in order to consolidate
04:05a cause for peace, promote consensus on peace and advance peace efforts.
04:10It is very much lamentable that the membership of the Security Council has been compelled today
04:15to spend time and be present at a meeting which was initiated by our European colleagues purely to mark the latest
04:22New York stop on a tour of the well-known former actor.
04:30And here we see squeezed in as during the subway at rush hour, where we hear and will continue to hear, mere replicated
04:36statements, which have nothing to do with the truth.
04:42There is no added value for the establishment of peace in Ukraine.
04:52If you accept this inglorious fate, then you continue to do nothing and continue in the same vein.
04:58If not, then there is a great deal of work which lies ahead.
05:02We stand ready to do this work and now it is up to you to make that choice.
