Dos hombres rústicos castellanos se enteran un día que en sus terrenos va a ser instalada una central nuclear. Temen por sus vidas, la de sus cabras y por sus terrenos. Van a protestar al alcalde del pueblo, pero no consiguen nada. Intentan un encierro político, que termina en fracaso, hasta que aparece en sus vidas un representante de los países exportadores de petróleo que les ayuda a difundir por el mundo su protesta. Pero su actitud desencadena una serie de intereses políticos encontrados entre la OPEP, la CIA, las Multinacionales y las fuerzas vivas del pueblo. Por si fuera poco, las familias de los dos rústicos (Mondongos y Bellotos) se odian a muerte de antiguo por los derechos de propiedad de un pozo situado en el límite de sus tierras, uno de ellos tiene una hermana al que el otro se la beneficia de muy especial manera, el alcalde es hijo de un hombre que hizo fortuna con el estraperlo y, al final, su actitud ha hecho que todos se vuelvan contra ellos por ser los únicos decentes metidos en este asunto.
Two rustic Castilian men learn one day that a nuclear power plant is to be built on their land. They fear for their lives, the lives of their goats, and their property. They go to protest to the town mayor, but to no avail. They attempt a political sit-in, which ends in failure, until a representative of the oil-exporting countries appears and helps them spread their protest around the world. But their actions unleash a series of conflicting political interests between OPEC, the CIA, multinational corporations, and the local power brokers. To make matters worse, the two men's families (Mondongos and Bellotos) have a long-standing feud over the ownership rights to an oil well located on the border of their land; one of them has a sister whom the other is having an affair with; the mayor is the son of a man who made his fortune through black marketeering; and, in the end, their actions have turned everyone against them for being the only decent people involved in this matter.
