Chief Secretary to the Treasury, James Murray, says that the Budget leak by the Office for Budget Responsibility prior to the Chancellor's statement was "a very serious breach of highly sensitive information". The Treasury Minister also says that the OBR was correct to take responsibility for the leak. Report by Ketchs. 00:00Last Wednesday, before the Chancellor had begun to give her budget speech, the Office
00:04of Budget Responsibility published their entire economic and fiscal outlook online.
00:09Let me be clear, Mr Speaker, this is a very serious breach of highly sensitive information.
00:15It is a fundamental breach of the OBR's responsibility.
00:19It is a discourtesy to this House and it should never have happened.
00:23The OBR rightly took full responsibility and issued an apology to the Chancellor later
00:28that day.
00:29They have now conducted an investigation into how the report was published prematurely
00:33and they sent their report, including their findings, to the Treasury and the Treasury
00:37Select Committee today at half past 12.
00:41The report states, and I quote, we are in no doubt that the failure to protect information
00:45prior to publication has inflicted heavy damage on the OBR's reputation.
00:50It is the worst failure in the 15-year history of the OBR.
00:55It adds that the responsibility for the circumstances in which this vulnerability occurred,
00:59and was then exposed, rests over the years with the leadership of the OBR.
