00:00I've already met with the family of one of the victims in order to offer exactly that
00:04apology for any instance in which we've fallen short in this.
00:08But ultimately the various investigations into his prolific sexual offending were done
00:13in some instances to the right degree, in some instances in a way that I'm sure we'll
00:16use some learning from and as you probably know we have referred ourselves voluntarily
00:20to the Independent Office of Police Conduct in order that they can look objectively at
00:25his offender management to see if there's anything we could or should have done differently
00:28to better protect the public.
00:30The victim survivor of that first serious sexual offence is an incredibly brave lady and we
00:39should pay testament to her courage and her dignity in having gone through such a harrowing
00:43ordeal to ultimately go on and give such brave evidence in court which has helped to convict
00:48Simon Levy.
00:49But ultimately the enquiry into the sexual assault of that lady took several months for a range
00:58of factors as the officers sought to gather best evidence from her in relation to the
01:01offence so we could then bring the best possible case against Levy.
01:05More broadly I think there's a collective system fairly here which has left Levy free to go
01:09on offending in this awful manner and left these victims at risk from his prolific offending
01:15and that's something which I think ourselves and colleagues across the criminal justice system
01:19will need to reflect on.
01:21Simon Levy's been a registered sex offender for a number of years now and served periods
01:26in prison for sexual offences and then of course gone on to prolifically offend including
01:31whilst on bail.
01:33Sometimes opportunistically it seems sexually offending against female victims on the transport
01:38network which appears on the face of it to be quite random.
01:41Other times in more targeted attacks on vulnerable people including sex workers as we've seen which
01:46tragically resulted in the death of the ladies concerned and indeed the rape and strangulation
01:50of the first victim survivor in January of 2025.
01:55So a highly prolific and very dangerous sexual offender who was ultimately being managed by
02:02the Met's offender management teams but was also under investigation by British Transport
02:06police and put before the courts on a number of occasions.
