00:00Richard wrote to me late last night apologising for what happened. It clearly was a serious and significant breach.

00:08The OBR are now doing a full review of what happened. That will report to me and it will report to me quickly.

00:15But Richard Hughes has done important work during this budget process.

00:20I remain having confidence in him, but we do need to see that report to understand exactly what happened,

00:27how it was able to happen, but also to ensure that nothing like that ever happens again.
