The final report from the Refinery Restart Committee is expected to be handed over to the government in a few days’ time.

The committee was set up back in July to determine the feasibility of restarting operations at the former Petrotrin Pointe a Pierre refinery.

On Wednesday morning, Energy Minister Dr Roodal Moonilal told reporters at his Debe Constituency office that he expects the report in-hand, very soon.

00:00Seven years ago, the former PNM government shut down the Petrotrin Pointer Pair Refinery,
00:06sending home thousands of employees in November of 2018.
00:11Restarting the refinery was one of the current UNC administration's campaign promises,
00:17and upon assuming office, a committee was set up to assess the possibility.
00:22Four months later, the Minister of Energy and Energy Industries, Dr. Rudal Munilal,
00:27says he should receive the committee's final report within a week's time.
00:32By the end of November, which we are approaching now,
00:36and at least within the first couple days of December,
00:39we'll be in a position to receive the report from the Start-Up Committee on the Guaracara Refinery.
00:45We anticipate that that report will be comprehensive,
00:48and it will give us an important map as to how we move forward.
00:54Minister Munilal says restarting the refinery is a promise the UNC hopes to keep,
01:00and he's excited to see what the committee has found.
01:03There's a terms of reference, and if they stick to the terms of reference,
01:06we expect to have a technical assessment.
01:09We expect to have some type of financial and commercial discussion on the way forward for the refinery.
01:17We have committed ourselves to that, and there's an exciting possibility now that we come to the end of the year,
01:25that we will have another promise kept.
01:27Minister Munilal says industry experts have given superficial assessments of timelines to production if we started now,
01:36but it would be contingent on the cost of such an undertaking.
01:39You can do some products within 12 to 18 months, and you can be fully operational in about 2 to 6 months.
01:47So we are looking at that.
01:48But of course, that is a presumption of some type of capital expenditure and financial outplay.
01:55That we don't know yet, and the report should speak in some detail to that issue.
01:59The Energy Minister says he has been invited by Guyana's Minister of Natural Resources, Vikram Bharat,
02:07to that country for its energy conference in February.
02:11Dr. Munilal says it will present opportunities to speak in some detail
02:16about collaborations and plans TNT has with Guyana.
