Senior US adviser Massad Boulos says neither Sudan’s army (SAF) nor the paramilitary Rapid Support Forces (RSF) have formally accepted the US-backed humanitarian truce proposal aimed at ending Sudan’s devastating conflict.
Speaking at a joint media briefing in Abu Dhabi alongside UAE diplomatic adviser Anwar Gargash, Boulos emphasized that both factions previously welcomed the proposal but have added conditions that are blocking progress.
The briefing follows the RSF’s unilateral declaration of a ceasefire, which Boulos said he hopes will be upheld. Meanwhile, Sudanese army chief Abdel Fattah al-Burhan criticized the proposal as the “worst,” though the U.S. says his objections are based on misinformation.
The UAE reiterated its support for international efforts to end the war, condemning atrocities committed by both sides and urging accountability and civilian-led governance.

00:19But neither the SAF nor RSF have formally accepted the text we put forward.
00:30We saw the unilateral declaration of a ceasefire or cessation of hostilities from the RSF yesterday.
00:39And we hope not only see that upheld, but also for both sides to formally commit to and comply with agreed upon humanitarian truths swiftly and without political or military posturing or preconditions that will cost more lives.
01:01We and our international partners are ready to support a truce and the delivery of humanitarian assistance.
01:09We would like them to see accept the specific text that we presented to them, which is quite comprehensive and was extensively discussed with both sides.
01:28The other side as well welcomed the proposal, if you recall, a few weeks ago, but has not accepted, formally accepted our text.
01:40In fact, there were some conditions or preconditions that were put forward.
01:47And this is very sad.
01:48We have appealed and we have asked repeatedly the two parties to accept this humanitarian truth as presented without any preconditions.
02:02To his excellency, Dr. Anwar Gargash, diplomatic advisor to the plan, represents a historic step towards stopping.
02:11It was worked out with both sides and there are no objections as to the substance of the document and the mechanisms that it provides.
02:21So I don't know what he was talking about.
02:22He was probably talking about something else that doesn't exist.
02:25He's definitely not referring to any document that the United States has officially presented.
02:33So we still expect them.
02:35And I'm referring now to the SAF to accept the humanitarian truth that was proposed by the United States without any preconditions.
02:43He described the Quad as biased and what are the UAE's economic and security interests in this ingenious claims and misinformation campaigns will not deter us from continuing to work with regional and international partners and with the United States to end the war
03:06and to support the Sudanese people, the world cannot allow Sudan to slip further into catastrophe, the UAE will remain unwavering in its humanitarian endeavors, resolute in its engagement with partners and clear in its conviction that peace, accountability and civilian leadership are the only path forward.
