00:00President Trump has finally given his approval to a bipartisan Russian sanctions bill that
00:05was introduced and put in a drawer for eight months.
00:07Members of Congress believe this legislation could be the final blow to the Russian economy,
00:12which would force President Vladimir Putin into a ceasefire.
00:15I am not optimistic that he will come to the table unless we apply these sledgehammer sanctions
00:22that stop revenue for his war machine from the sales of oil and gas.
00:30The bill is two-pronged and mainly targets Russian petroleum products like oil and gas.
00:34It would impose a 500 percent tariff on all goods and services imported from Russia into
00:38the United States.
00:40It also imposes a 500 percent tariff on all countries that buy Russian uranium and petroleum
00:45products.
00:46That would put immense pressure on India, China, Brazil and Hungary to stop buying Russian oil
00:51oil and gas, which has been used as the main revenue source for the war.
00:55Reports indicate India and China are both ending their purchase agreements due to a separate
00:59sanctions package.
01:00If they keep buying Russian oil, their products that come into the United States would be subject
01:05to the 500 percent sanction.
01:06I'm very glad that the president has finally, finally explicitly given his OK to the bill,
01:14and I hope it will move forward right away, either in the House or the Senate.
01:19It is needed now more than ever as the possibility of talks appears to be perhaps happening.
01:30All the more reason that the president of the United States should have these economic sanctions
01:36as a possible remedy if the purchase of oil and gas continue by China, India, Brazil, Hungary.
01:46Congress is looking for new ways to support Ukraine, particularly ways that don't involve
01:50large American wire transfers.
01:52Ukraine is running out of money, and America is not going to provide more.
01:58An alternative would be to pass a resolution asking, perhaps even directing the Europeans to release
02:10the $300 billion of frozen Russia assets, now in cash, to Ukraine to use to fight back.
02:21There are some Republicans who don't want to send any more support to Ukraine because they
02:25believe struggling Americans need the money and the resources here at home.
02:29For the lawmakers on both sides of the aisle that do support Ukraine, there has been disagreement
02:33since the war started as to what Ukraine should be allowed to do with the weapons they buy from
02:38the West.
02:39Some believe Ukraine should not be allowed to strike inside Russian territory.
02:44Others say Ukraine will only be able to win if they're more aggressive.
02:48Let them buy missiles and take out every petroleum refinery in Russia and every manufacturing plant
02:58in Russia that's being used to manufacture munitions or weapons.
03:04And the Europeans respond when I've suggested that to them, well, we don't want to break
03:09international law.
03:14What planet are they living on?
03:16Putin is breaking international law.
03:19He invaded a sovereign country.
03:21The exact timing on the final approval of this bill is not yet known.
03:25Certainly Thanksgiving break next week is going to cause a delay.
03:28But the first week of December is certainly a possibility.
