00:00A new progress report has revealed the Ellen Road Stadium expansion planning application could be decided at the November meeting of Leeds City Council's City Plans Panel.
00:11Approval could be given if parking and road safety concerns are addressed, with the City Council and club bosses hoping to avoid a delay to the project,
00:19which would eventually see the stadium capacity at the ground increased to 53,000.
00:25As things stand, further work is needed before the impact of the development on the highway and transport network can be fully understood and mitigated,
00:33with a recent panel discussing how the travel plan for the project aimed to see no increases in on-street parking or traffic congestion.
00:42Leeds United's Chief Business Officer has said the club have a lot of really tangible measures which are going to have a real impact on match days.
00:49It's hoped more fans will share cars to matches and use public transport, with pre-match closures of Ellen Road among the measures being considered.
00:59A first phase of the scheme would see the partial demolition and redevelopment of the west stand.
01:04The north stand would be redeveloped under longer-term plans for the ground.
01:08The recent report said traffic problems included queuing on the M621, which has previously led to some people opening doors on coaches and walking onto the live motorway.
01:2078 public objection comments have been received, along with 1,041 letters in support of the scheme,
01:27including Alex Sobel MP, who feels the stadium upgrade would create new jobs and drive footfall to local businesses.
01:33The report says significant planning is needed to avoid a delay in the application,
01:38which may result in waiting another full football season to be able to commence works beyond the anticipated start date.
