01:49to the incident residents are shocked and in disbelief a man who lives near the site said that he's very
01:59surprised because there had been no major exposure in New Delhi in the past 10 years he said that he wants
02:07security authorities to take measures to prevent a recurrence in response to the explosion the alert level has been
02:15raised in the capital and the neighboring state of Uttara Pradesh you is also on high alert similar measures
02:23have been taken in the western city of Mumbai India's financial center raising tensions how is the investigation proceeding
02:33of security agency officials Tuesday morning sources say they received a report from a special
02:50investigative unit dispatched to the site and held in-depth discussions on the possibility of terrorism

07:45yes and it all ties in with the slowdown in China's economy government figures show retail sales grew by just three percent in September compared to the same month last year
07:59that's the fourth consecutive month that growth has weakened at the same time consumers are showing a stronger tendency to save money that was clear from a survey conducted by China's central bank from July to September this year
08:14only about 19 percent of respondents said they plan to spend more while about 62 percent said they would save more this might explain the changes in people's purchasing behavior
08:27the days of splurging on heavily discounted products may be coming to an end consumers are becoming more selective and only buying things they truly want China's e-commerce market is also becoming more crowded
08:41making competition even more intense and that means companies have to do more to stand out from the pack such as using social media or collaborating with influencers
08:54Mayu you were in Beijing about 10 years ago how do you feel consumer trends have changed since then
09:00yes I was in Beijing in 2013 as a student back then singles day felt like a major event as it approached my Chinese friends would often talk about what they wanted to buy
09:13I remember being surprised when I checked some e-commerce sites myself and saw so many products being sold at massive discounts
09:21but coming back to Beijing for the first time in about a decade singles day no longer seems to generate the same buzz
09:28the sales campaign now start even earlier around mid-october but for many people it's become just another date on the calendar
09:38talking to friends I got the impression that more people now prefer to spend their money on things like traveling or dining out with family and friends
09:47ma you is this shift in consumer behavior likely to be long-term
09:54I think so yes China's job market is a source of growing concern in a survey conducted by the central bank
10:04over 57 percent of respondents said finding work is difficult or the employment outlook is uncertain in addition the unemployment rate
10:14among young people aged 16 to 24 reached about 19 percent in August this year
10:20that was the highest level since December 2023 when the survey method was revised
10:26internationally China has other issues to contend with as well such as trade friction with the United States

11:10well they reveal the impact of current events on business from tariffs to trends

11:17Japanese cosmetics giant Shiseido is no longer expecting to turn a profit this year
11:23the company now expects its largest annual loss ever citing slow sales in the United States
11:30Shiseido projects a net loss of 52 billion yen or about 330 million dollars for the year ending in December
11:40that compares with the previous outlook for a profit of 38 million dollars
11:45the forecast comes as the company reported that net loss for the first three quarters of the year exceeded 280 million dollars
11:54the cosmetics makers cited poor performance of its US based brand drunk elephant
12:00the firm also marked down the value of its America's business reporting an impairment loss in the third quarter
12:07President Fujibara Kentaro said on Monday Shiseido has not been reaching its targeted customers
12:15we should make disciplined investments rather than simply increasing them by doing so we'd like to achieve sustainable growth and turnaround
12:28Shiseido also announced an early retirement program as part of group-wide structural reforms
12:36it will seek about 200 applicants next month at the company and some subsidiaries in Japan

12:46sharp saw its net profit nearly double in the April to September period from a year earlier
12:52the firm cited strong sales of computers in Japan as a factor
12:57the figure amounted to more than 45 billion yen or about 295 million dollars

14:31after securing a provision to reverse the firings of thousands of government workers by the Trump administration
14:38the shutdown started on October 1st due to disagreements over healthcare
14:44Democrats demanded an extension of insurance subsidies
14:48while Republicans argued that would provide coverage to undocumented immigrants
14:53the bill now heads to the House of Representatives
14:57if passed and the president signs it into law
15:00the shutdown will end

16:15Ahmed Ashara is the first head of Syria to visit the White House
16:19he became the country's interim president in January
16:22after leading anti-government forces
16:25they toppled the Assad family last year
16:27ending decades of autocratic rule
16:30the U.S. had previously designated Shara a global terrorist
16:34for his past leadership of an extremist group
16:36but he was removed from that list on Friday

17:09a UN report says as many as 250 million people have been displaced over the past decade
17:17the equivalent of about 70,000 per day
17:22the UN refugee agency UNHCR released the figures Monday
17:27at the start of the COP 30 climate summit in Brazil
17:32the agency says the forced relocations were due to severe drought flooding and other extreme weather events
17:40and included people who have been displaced multiple times
17:44the report points to the shortage of funding to protect people from climate related hazards
17:51adding that financing needs to reach the communities already living on the edge
17:56the UN high commissioner for refugees
18:00Filippo Grandi said COP 30 must deliver real action and not just empty promises
18:07he called for the displaced people and their host communities
18:11to be included in the decision making process for climate action plans
18:16last week Tokyo police arrested the manager of a massage parlor
18:21where a 12 year old Thai girl was allegedly forced to work and provide sexual services
18:26NHK spoke to the girl's grandmother
18:29who says she wants her granddaughter to come back home safely as soon as possible
18:35NHK visited a village in Northern Thailand where the girl grew up
18:39and met the grandmother she was living with until she went to Japan
18:42I'm so worried but I don't know what to do
18:47the girl arrived in June with her mother who took her to the massage parlor in Tokyo
18:53the girl told police her mother ordered her to provide sexual services to customers
18:58and left the country in mid-July leaving her alone
19:02police have arrested the parlors owner for allegedly violating the labor standards act
19:07the law prohibits the employment of individuals under the age of 15
19:11they're also looking into the involvement of the girl's mother who's currently being detained in Taiwan
19:17the grandmother said the mother had gone to work in Bangkok and overseas to support her family
19:23she started to work in the construction industry when she was 16
19:30her friends invited her to work in a massage business when she was 17 or 18
19:36but the grandmother said she did not know her granddaughter was forced to provide sexual services in Japan
19:44she said the mother told her she left the girl in Japan
19:47because she could not afford the air ticket to take her back to Thailand
19:51the mother also said also told her she was planning to bring the girl back as soon as she had the money
19:57I want my daughter and granddaughter to return safely
20:04this case has attracted a lot of attention in Thailand as well
20:09local media have reported on the possible systematic involvement of brokers
20:14Thai and Japanese police are likely to cooperate on an investigation
20:18Thai police arrived in Japan on Tuesday and will hold talks with Japanese officers
20:24bear attacks on humans have searched in some of Japan's northern prefectures
20:31now police officers armed with rifles are going in to call the animals
20:36the National Police Agency sent the specially trained officers to Iwate and Akita prefectures
20:44the areas have been struggling with the spike in bear activity
20:48in late October a bear was spotted outside a municipal office building next to a river
20:55people living along the waterway have also seen bears nearby
21:00in preparation for the call local officers who dealt with the bear told the squad about their experience
21:08local hunters also offered tips for targeting the animals they made sure to warn about the terrain
21:15like how storm walls near the river can cause bullets to ricochet

21:30the area's bear culling operation is scheduled to start on Thursday
21:38next the Japanese animation world is abuzz with a major discovery
21:45unpublished scripts and creative notes written by a renowned director more than half a century ago
21:50have been discovered at his home
21:53the late Takata Isao is known for works such as Grave of the Fireflies
21:58and was a co-founder of production company Studio Ghibli
22:01he died seven years ago at the age of 82
22:05NHK has learned about 130 pages of scripts and notes turned up at Takata's home in June
22:12Tokyo Zoukei University professor Kano Seiji has examined the documents
22:17he says they were written on paper from an animation production company Takata joined after graduating from university
22:24this suggests the director wrote them when he was in his 20s
22:28a script entitled Oeyama is based on the legend of a demon killed by a samurai hero
22:35Takahata wrote he did not want the demon's death to be depicted
22:39he said the character was somewhat comical and did not necessarily represent evil
22:44Kano notes animation during that period was intended for children with a simple theme of good triumphs over evil
22:51but Takata's ideas were more complex even then
22:55I'm really surprised that such things still remain
23:00the early scripts already show the deep humanity and contradictions the director portrayed in his later years
23:08Kano called it a huge find and many animation fans will probably agree

24:11it's time to check on the world weather a powerful typhoon is hitting parts of
24:33Taiwan after thrashing the Philippines our meteorologist Jonathan Oh has the
24:38latest on the situation hello over the past few days we have been monitoring this typhoon that
24:46really battered the northern portions of the Philippines and even though it seems to be
24:51losing a little bit of steam he's still got a lot of moisture with it is dumping it into places
24:55like Taiwan here's a look at some video that's coming out from there as a phone Wong has not
25:00made landfall in Taiwan yet but it has already brought a heaping of heavy rain Tuesday and
25:06according to the weather agency one county received over 750 millimeters of rainfall in 39
25:12hours by the afternoon according to Reuters Taiwan issued a land warning and evacuated more than
25:193,000 people ahead of the arrival of the storm schools and offices were closed during the day
25:25the storm is expected to make a pivot toward the north and east it's going to go right across Taiwan
25:31but because of the mountain it's going to really get ripped up so it's going to actually slow its
25:36momentum a bit and dump a lot more rain in the process so that is a bit of a concern as we see
25:42the severe tropical storm moving in that general direction and even weakening by the time we go toward
25:46Friday now ahead of that storm places like Okinawa get plenty of rainfall with the system in fact the
25:51general region just looking at a big dumping of wet weather as we go forward throughout the next few days
25:57and other portions of Japan toward the north and east we're talking about some snow from Hokkaido
26:01down toward the Tohoku region and we are looking at high pressure to really control the weather across
26:06places like Tokyo and Osaka where heights will be in the mid to upper teens for the rest of the week
26:10Sapporo though getting in on some snow action as we go from Thursday into Friday and as I mentioned
26:16Okinawa getting plenty of that wet weather from that storm that will continue to be the case as we go
26:21through the rest of the week looking at what's happening across North America we've got a bit of a system
26:25moving through the central plains but a big dive of cold air is causing some freezing temperatures
26:31freeze warnings in portions even as far as the southeastern portions of the United States
26:35and daytime highs topping off at nine in Atlanta as we go through Tuesday stay warm wherever you are
26:55moving the current state of the 한국 delle hot air is going through on the coast of Hawaii
27:04in Gothenburg too down if they have a couple of layers of cold air is going through, once you go together
27:08your entire northern West America Hari Motivar is going after the peak of mid-380 and low ciel
