00:00Notification of the Office of Procurement Regulation's commencement of investigation and request for documentation reallegations of an irregularity in procurement proceedings was sent to Minority Leader Kelvin Morris.
00:14The email said quote the Office of Procurement Regulation the OPR has received your complaint relative to an alleged irregularity in procurement proceedings against the Tobago Regional Health Authority the TRHA in relation to the supply and delivery of ambulances for the TRHA fleet.
00:37Pursuant to Section 41 of the Public Procurement and Disposal of Public Property Act 2015 as amended the OPR has commenced an investigation into the allegations made.
00:52This letter serves to inform you that Mr. Byron Daniel, Ms. Melissa Ramsaran Singh and Mr. Pratish Ramjon have been appointed as duly authorized officers of the OPR in the investigation of the matter captioned above in accordance with Section 43.1 of the Act.
01:13Morris has been given notice to appear in person at the Office of Procurement Regulation to supply documents, records and information and to supply a written statement to the authorized officers.
01:28Morris was told he can consult with and retain legal representation who can accompany him if he so desires.
01:37Only on Monday, the minority leader revealed an ambulance hidden at a garage in the Calderhall District.
01:45Back in June, Chairman of the TRHA Board, Chris Lynn Moore, told a news conference that quote,
01:51We have beaten problems, we have training issues that we are going to resolve, we have specifications that we have added to the service providers, things that we did not ask for, but that we have decided that we needed.
02:09And so we are. I don't want to say we are retrofitting, but we are adding, we are beefing up the ambulances.
02:16That news conference was held following allegations of problems with one of the three ambulances, both by the TRHA.
02:26The procurement process started in 2022 when specifications were developed by an in-house team of specialists.
02:34The fleet in Tobago at that time was six vehicles, of which two are leased and four have been refurbished.
