00:00The first day of the COP30 climate summit closed in Belém do Pará, Brazil, with the presence of worldwide leaders
00:16ahead of the UN conference to be held next week.
00:24The president of Venezuela, Nicolás Maduro Moros, emphasized that, despite all the aggression from the US government,
00:29Venezuela will continue to work towards the integral development of all sectors of Venezuelan society.
00:41The World Health Organization announced a plan to restore vital medical care, including vaccinations for 44.000 children in the Casa Strip, starting next week.
01:00Hello, welcome to From the South. I'm Sophie Fernandes from the Telesur Studios in Havana, Cuba. We begin with the news. Stay with us.
01:07The climate summit began this Thursday in the Brazilian Amazon, a time for debate among world leaders to address the climate crisis.
01:27Details in the following report by our colleagues André Vieira and Sebastián Soto.
01:36We reinforce security for the climate summit, with over 150 foreign delegations in attendance.
01:42At the gate of the meeting place, indigenous people, black resistance communities and fishermen protested to demand direct resources for those who preserve the rainforest.
01:54This demand was also supported by those who participated in the meeting.
01:58When they tell us that we should look to indigenous peoples, that there can be no COP, that there can be no summit, that there can be no project for a territory without being with those who live in the territory and who are actually in the territory.
02:15As a prelude to COP30, the climate summit aims to define the lines that will be adopted by negotiators during the United Nations Climate Change Conference.
02:28Climate justice is an ally in the fight against hunger, poverty, racism and gender inequality, as well as in the promotion of more representative and inclusive global governance.
02:452024 was the hottest year in history, exceeding the limit of one and a half degrees above pre-industrial levels.
02:53The first COP held in the Amazon is an attempt to postpone the end of the war, in the face of the interests of a political system that puts profits above life.
03:04If we stop the atrocities of capitalism in the forests and tropical rainforests, we will be protecting humanity.
03:14Africa, Asia, Europe, Oceania, the Americas, all were represented, but the absence of the leader of one of the world's most polluting countries was noticeable.
03:26The absence of the United States here, the fact that Mr. Donald Trump is not coming, the fact that he personally denies science and is leading his society with his eyes close towards the abyss, and with it, humanity.
03:47The COP30 has just begun, but it already has its first concrete project, the Rainforest Forever Fund, an initiative by Brazil that already has a pledge of $1.5 billion to be allocated to countries that preserve forests.
04:05A glimmer of hope in the midst of an extreme storm, responding to the demands of the communities protesting outside the summit.
04:17In other news, the death toll from Typhoon Calmaegui that has hit the Philippines since Sunday has climbed to 188 people, with 135 more missing.
04:28The country's National Disaster Risk Reduction and Management Council said on Friday.
04:33Philippine President Ferdinand Romualdez Marcos declared a state of national calamity due to widespread destruction caused by Calmaegui,
04:42and in preparation for the impact of a possible super typhoon, local media reported Thursday.
04:48Typhoon Calmaegui made longfall in the Philippines on Tuesday, triggering massive flooding that submerged houses up to the roofs,
04:55swept away countless cars and displaced thousands of villagers.
04:59Meanwhile in Vietnam, Typhoon Calmaegui launched with fierce winds and torrential rains after a made longfall,
05:12knocking over trees and damaging buildings in Gai Lai Province on Friday.
05:16Vietnamese state media reported two deaths in Gia Lai and Dac Lac provinces.
05:22Authorities said over 537,000 people were evacuated, many by boat as floodwaters rose and landslides loomed.
05:31Vietnam's central provinces were already reeling from the floods due to record-breaking rains.
05:37Calmaegui is forecast to dump over 24 inches of rain in some areas.
05:42Moving now to Cuba, President Miguel Díaz-Canel expressed his gratitude to Colombian Contro para Gustavo Petro
05:55for the humanitarian aid sent to those affected by Jorge Melisa.
05:59During the National Defense Council meeting, the authorities also reported that 11 million of the 74.2 million
06:06contemplated in a new UN action plan were conceived thanks to contributions from nations such as Germany, Norway and Canada.
06:15In addition, the President noted that the toughest stage is now beginning,
06:18characterized by the understandable desperation of the population in the face of the persistent lack of basic services.
06:25He also emphasized that to guarantee medical assistance, especially in areas that are difficult to access,
06:3133 medical surgical brigades remain deployed in several eastern provinces.
06:40I believe that the information could be supplemented with information from the Deputy Minister of Foreign Trade
06:51about the donations from Colombia, for which we are very grateful to the Colombian people,
07:00their government and our brother, President Petro, for this gesture with the eastern provinces.
07:09The multi-platform Telesura and the Brazilian media outlet Brazil247 sign an institutional cooperation agreement
07:16to strengthen information integration and the exchange of journalistic content.
07:21Patricia Villegas, President of Telesur, and Leonardo Atuch, founder and President of Brazil247,
07:28signed the agreement that lays the groundwork for collaboration in institutional cooperation activities,
07:33technical assistance and research, under the premise of promoting an independent Latin American narrative
07:38and dismantling verified information on regional and global issues.
07:43The agreement will initially have a duration of two years, during which joint projects, studies and publications
07:49are planned that will contribute to a critical and contextualized view of what is happening in the world.
07:59And now we have a short break coming up, but first remember you can join us on TikTok at Telesur English,

08:07We'll be right back, stay with us!
08:13Welcome back to From the South.
08:22The President of Venezuela, Nicolás Maduro Moros, emphasized that, despite all the aggression from the U.S. government,
08:28Venezuela will continue to work towards the integral development of all sectors of Venezuelan society.
08:34In this regard, during his visit, the head of state reiterated the call for direct democratic elections on November 23.
08:41The objective of holding this day of discussions on these projects is to guarantee the active participation of the people
08:47in the selection of commune projects.
08:49Therefore, President Nicolás Maduro also instructed the members of the Bolivarian Armed Forces of Venezuela
08:55to accompany the people's power in this debate process and to reinforce the synergy between the military, the people and the police.
09:04The President also praised the country's defense system as a fundamental shield to combat and neutralize the constant foreign threats and attacks
09:12that seek to destroy the peace of the people.
09:19They believe that life is a bad Hollywood movie where they, the supremacists, ramble.
09:30They all win and we are always the bad guys.
09:33They are the good guys.
09:36With all that they do, they bomb, they despise, they kill.
09:41And always the Latinos, the Mexicans, the Colombians, the Venezuelans, the Caribbean, the Africans.
09:48We are the bad guys in their movies.
09:51They can have their bad movies.
09:54For its part, the United Socialist Party of Venezuela, PSUV, called Thursday to fulfill the tasks set by the political party
10:05in response to the needs of the population.
10:07PSUV Secretary General de Estado Cabello urged militant leaders to listen to their voices of Venezuelans
10:13and to cover the areas that were approved at recent party congresses.
10:17Cabello assured that the proposal is part of the initiatives of President Nicolás Maduro,
10:22who urged the political organization to get up to speed with the situation in the country.
10:27The party leader recalled the presentation of more than 30,000 community projects
10:31and the national popular consultation that will be held on November 23.
10:52Our correspondent, Álvaro Fragua, continues his journey across Venezuela.
11:02Today, he brings us the story of the community of Lleguapigua in Miranda State,
11:07specialized in the cultivation and production of cacao.
11:10It's a clear example of how social production units drive economic growth while supporting each other along the way.
11:16In Miranda State, cacao is grown through community teamwork and with support from national and international programs aimed at boosting production.
11:24Local farmers have joined forces to improve bean quality and open up new markets.
11:29We have a nursery that spans 800 square meters.
11:33It was created through a partnership between Venezuela and Turkey.
11:36Here, in Yahuatipa, our community was chosen as a pilot site by the Etika Agency,
11:41working together with the Socialist Corporation of Venezuelan Cacao.
11:45Once harvested and dried, women in household transformed cacao beans into delicacies ready to enjoy.
11:51They craft additional chocolates using family recipes blending coconut nuts and pure cacao.
11:56Then we put the chocolate mix and add the filling.
12:01Some are made with coconut, others with pineapple, peanuts or a certain nuts.
12:08After that, we place them in the refrigerator and they're ready.
12:13To work around cacao generates not only income but also knowledge.
12:18Neighbors share workshops and training to strengthen their cooperatives and prepare new generations of chocolate makers.
12:24It all started through my sister, who was also interested in the craft.
12:28She took a course, learned the process and then taught me.
12:32That's how we began and here we are today.
12:35Producers take advantage of every part of the fruit, shell, pulp and husk,
12:39showing that cacao also represents a model for sustainable production.
12:43From cacao, we can truly make use of everything.
12:49The pulp shell can be used to make shakes, the cacao pulp to prepare drinks and the husk becomes cacao tea.
12:55But climate change and water scarcity threaten these crops.
12:59Farmers warn that local streams are dying up and the plants are suffering as a result.
13:04Right now, our biggest challenge as cacao producers is climate change.
13:10Because water levels are far too low.
13:12Streams and creeks are unusually dry for this time of the year, especially in October.
13:17Despite obstacles and the United States blockade,
13:21Venezuelan cacao exports rose by 10% in the first half of 2025 compared to the last year,
13:26a source of pride and satisfaction to all involved.
13:29Of course, there's an enormous sense of satisfaction and that goes beyond earnings, beyond the money.
13:37That's the feeling of fulfillment, something that truly fills us as human beings.
13:43Miranda's cacao is much more than an export product.
13:47It is a testament to a people's belief in a community work, solidarity and their own strength.
13:52A millionaire tradition woven through countless life stories.
13:56We invite you to write to us on social media as seen on screen and share your story.
14:01Esto es Venezuela Movimiento y yo soy Álvaro Fragua y nos despedimos hasta la próxima.
14:07In other news in Mexico, the Ministry of Economy has announced the conclusion of the consultation and dialogue roundtables
14:14with productive actors, held in preparation for the revision of the trade agreement between Mexico, the United States and Canada,
14:21scheduled for next year.
14:23The working groups provided spaces for direct dialogue to identify the priorities issued that Mexico will promote in the review of the regional agreement.
14:31As a complement to sectoral meetings, the Ministry of Economy distributed a questionnaire to gain a deeper understanding of the proposals from the private sector and the federal entities.
14:42The response was overwhelming.
14:44To date, over 2,000 responses have been received from the state consultations and about 500 from direct representatives of the productive sectors that make up the Mexican economy.
14:57Moving now to the United States, the Trump Administration informed the U.S. Congress that it currently has no legal justification to attack Venezuela.
15:09Trump Administration officials explained to lawmakers that the United States does not plan to launch attacks within Venezuela
15:16and that there is currently no legal justification for targeting ground forces.
15:21According to sources with knowledge of the matter, the meeting was led by Secretary of State Marco Rubio, Secretary of Defense Pete Heshet,
15:29and a staffer from the Office of the White House Legal Advisor.
15:33In the classified session, the legislators were informed that the opinion issued by the Office of the Legal Advisor of the Department of Justice
15:40to justify attacks on vessels allegedly used for drug trafficking does not authorize attacks within Venezuela or any other territory.
15:54On the same day, the United States Senate rejected an initiative that sought to prevent unilateral military intervention without the consent of legislators.
16:02The promoters of the resolution argued that Congress should not cede its authority on matters of war to the executive branch.
16:09In October, Senate Republicans blocked a similar effort aimed at preventing continued U.S. strikes on alleged drug-carrying boats off the coast of Venezuela.
16:19The 1973 World Powers Resolution requires the President to inform Congress within 48 hours of the introduction of forces into hostilities
16:27and to cease actions within 60 days without authorization from Congress.
16:32This 60-day period expired on Monday, November 3rd.
16:36Also in the United States, the partial government shutdown has lasted 38 days, and its effects are already impacting millions of passengers at the country's airports.
16:52The government shutdown in the United States, the longest in its history, is causing delays and cancellations at the country's airports.
16:59It's worth noting that the pressure is mounting on air traffic controllers, who are working without pay, leading to absenteeism and delays at terminals like Washington, D.C.
17:08Faced with the situation, the Air Traffic Controllers Association is urging them to avoid a strike.
17:15The government attempting to implement relief measures, but so far no agreement has been reached to reopen the administration.

18:13Welcome back. The World Health Organization announced a plan to restore vital medical care, including vaccinations for thousands of children in the gas strip.
18:23The initiative will begin next week and will focus on serving approximately 44,000 children who have been deprived of essential health services for almost two years.
18:33At the same time, and in support of this massive campaign, the WHO is committed to reconstructing the healthcare infrastructure.
18:43The organization specified that 20 health centers that were damaged or destroyed are being actively rehabilitated in order to restore the healthcare network in Gaza.
18:53Meanwhile, Palestinian authorities reported massive displacement in Gaza due to the shortage of houses caused by the Israeli aggressions.
19:10According to the Gazan government, the Israeli regime left more than 288,000 Palestinian families homeless during the two years of destruction of the Gaza Strip, causing a serious housing crisis.
19:21On the other hand, the United Nations Agency for Palestinian Refugees, UNWA, reported that Palestinians are facing the worst displacement in decades,
19:30and that it has estimated that around 81% of all structures in Gaza have been damaged or destroyed.
19:36So far, the Sinai regime has committed more than 200 violations of the ceasefire agreement that came into effect on October 10.
19:43Meanwhile in Lebanon, a new Israeli attack leaves one dead and at least eight injured in the south of the country on Thursday.
19:59According to the Emergency Operations Center of the Ministry of Public Health, Israeli aircraft bombed several towns in southern Lebanon, violating the November 2024 ceasefire agreement between the Islamic resistance movement Hezbollah and Israel.
20:11For its part, the movement warned that Israel's goal is to dismantle any resistance capability and weaken the Lebanese state,
20:20and reaffirm its commitment to Lebanon's sovereignty and its right to self-defense.
20:24Meanwhile, Lebanese authorities denounced that these new attacks constitute a fraud and violation of the ceasefire agreement negotiated last November.
20:32In other news, two people were killed and five others are in an unknown condition after a 60-meter tower collapse during a demolition work at a disco-commission thermal power plant in the South Korean city of Ulsan.
20:54Rescue workers pulled two people to safety shortly after responding to the tower collapse Thursday afternoon.
21:02An official with Ulsan's fire department, Kim Jong-sik, said another worker was rescued but later was pronounced dead at a hospital.
21:10Crews have also located another worker believed to be dead.
21:14Kim said the search for the remaining five people was suspended Friday morning due to concerns about unstable rubble and would presume after stabilization work.
21:21Over 340 rescue workers and around 90 vehicles and equipment had been deployed to the site for search and rescue efforts.
21:29And like this, we have come to the end of this news brief.
