00:07country, we will now be with our guest, David L贸pez. He's an analyst and expert on human rights and he's
00:15also from Colombia. David, welcome. It's a pleasure to have you here from the south.
00:20Thank you. Thank you very much. And thank you to me as well. The media who informate the Colombian outside
00:27of the country, you make a very great job.
00:32Well, David, I want to ask you as your perspective as a Colombian, I want to ask you, how are
00:39you seeing these rescue efforts?
00:41How are you seeing also the moves of the current government that it doesn't have even a week after assuming
00:48the presidency, Abelardo de la Espraya?
00:51I want you to give us and our viewers how is your perspective in this matter?
00:58So I think that the government of Colombia is doing the minimum at the institutional level.
01:06But I think that independently of the earthquake yesterday and the three days of the president of Mr. de la
01:19Espraya, we have to announce as well that the actual president wouldn't stop the junction of his new government with
01:34the oldest government.
01:35And today we have maybe a government who can make maybe much more if they make the junction in July.
01:46But it was not so. I think that it's important that on this case, we take in account the population
01:58who traditionally is the most affected by the state policies.
02:04Because we have to know that the earthquake happened overall in the Choco department.
02:13This is a department where you have the majority of the population, its African descent and indigenous people.
02:20But it's for this reason as well, heritage of the colonialism, that this is one of the departments most lived
02:31without attention, state attention on the country.
02:36Maybe one of the most poorest of Colombia.
02:42And today it assumes the consequences of the non-presence of the state in this region.
02:51For sure, the earthquake killed many people, but I think that the policies of the oldest governments killed much more
03:02because the irresponsibility, the corruption, the natural resources exploitation, paramilitarism and internal displacement made that for sure.
03:15For today, this is the region who has to assume the biggest consequences of the earthquake happened yesterday.
03:23And also I want to ask you in this process of rescue efforts and also in the process that is
03:29going to have Colombia after the rescue efforts with all those people that lost everything.
03:35I want to ask you how human rights can be integrated for complete in this strategy so the minorities are
03:43not left out and also all the peoples can be attended at the same time and in equal parts.
03:50Because this is very important for the Colombian community exactly in these times.
03:56So first, I think it's important that the President de la Sprella will not suprime the risk national unity, who
04:08is the office that responds to all the natural catastrophic happening on the country.
04:17On the political campaign, he mentioned that he will delete this institution because this is an institution who actually has
04:27or detained many corruption.
04:30And for sure, this is important to make a correction and a restructuration of the institution because it happened many
04:39corruption.
04:39But this is not good if he wants to delete this institution because this is the only institution of the
04:46state who provides all the items and the budget to rebuild the country when a natural issue happened in the
05:01country.
05:01If he thinks that it will be good to supreme this institution after this catastrophic earthquake, for sure for the
05:13population, it will be very hard to rebuild the country overall for the people who are every time victim of
05:23the non-presence of the state.
05:24I spoke about the Choco, but not only the Choco department, the workers, farmers, indigenous people, African descent who lived
05:34as well in the department of Risaralda, Quindio, Tolima, Valle del Cauca, etc.
05:41So this is something that the states need to take into account.
05:47If they want to rebuild the country after this earthquake, for sure, this is an institution who has not to
05:58be supremacist.
05:59But overall, this institution has to deploy all the policies on the way of the social justice.
06:08Because if they want to maintain this institution only to manage the corruption and not to supreme it, the consequences
06:19for the population will be very, very, very hard.
06:22And the population need something more adequate for themselves that the policy and the words mentioned in a political campaign.
06:35So I hope that this next government will make this homework and will make something that will go on the
06:47interests of the Colombian people.
