00:26One way is to follow the same process that created the limits in the first place, proposing a constitutional amendment.
00:33Trump's administration would need two-thirds approval from both houses of Congress or for two-thirds of state legislators to call for a national convention.
00:43But that's unlikely, given how many elected officials are needed to back the amendment, let alone what it would take to ratify it afterwards.
