00:40they take full effect, a full House vote. Now to the right. President Trump says he's taking a victory
00:46lap, claiming he ended a war that raged for decades in Africa. The White House helped broker a June
00:52deal between Rwanda and the Democratic Republic of Congo. But the Associated Press reports
00:58that peace is fraying fast, with both sides accusing the other of violating the agreement
