00:00ever since january 2025 president donald trump has unleashed a wave of rhetoric against canada
00:09that has shocked allies and embarrassed even his own party he has mocked the idea of canadian
00:15sovereignty saying out loud that canada should simply become the 51st state he has imposed
00:21sweeping 35 percent tariffs on virtually all canadian exports a move meant not to negotiate
00:27but to punish he has accused canada of failing to stop the flow of fentanyl into the united states
00:33despite evidence that the overwhelming source of the crisis lies elsewhere and he has gone further
00:40still belittling canada's standing on the world stage treating it less like a sovereign partner
00:45and more like a subordinate neighbor the insults have piled up the tariffs have bitten deep and the
00:52goodwill of america's closest ally has been tested like never before but in the clash between rhetoric
00:58and reality it is america's own economy that is now paying the price now the consequences are
01:05unavoidable tourism is down anger is up and one republican leader from louisiana has been forced
01:12to say out loud what washington will not the tariffs have failed the rhetoric has backfired

03:15aggregate it is visible at the border where duty-free stores that once bustled with canadian
03:21shoppers now stand half empty one duty-free operator reported that its business had collapsed
03:27by more than 80 percent in a single month and it is visible in america's exports as well in the first
03:33half of 2025 u.s alcohol exports to canada were gutted distilled spirits down 62 percent wine down 67
03:42wiping out at least 173 million dollars in value for just that sector all of this adds up to a slow
03:50burning crisis analysts at the u.s travel association warned that even a 10 drop in canadian travel
03:57would cost more than 2 billion dollars and erase 14 000 jobs what the united states is facing now is
04:04not 10 percent it is three times that a collapse of a third of canadian travel and the losses are
04:11already in the billions these are not abstract numbers they are the day-to-day reality of border
04:18towns of resorts in florida of hotels in new orleans of festivals in louisiana when canadians stop coming
04:26american workers lose shifts small businesses lose customers and state economies lose vital tax revenue
04:32and because canadians typically book their trips months in advance the full weight of the boycott
04:37has not even been felt yet the damage is baked into the months and years ahead against that backdrop of
04:45economic pain the sight of american politicians traveling north begins to make sense it is not
04:51diplomacy for its own sake it is triage an attempt to stanch the bleeding caused by policies and rhetoric
04:58that have driven america's closest ally into open boycott and so into this storm steps an unlikely
05:05messenger a republican loyalist suddenly cast in the role of apologizer in chief the messenger is billy
05:12nungesser the republican lieutenant governor of louisiana who has just returned from a self-appointed
05:17mission to canada his trip took him through toronto montreal and quebec city not to lecture or
05:23negotiate but to plead he wanted canadians to know they are still welcome still loved and still
05:29desperately needed we love canada we have a lot of great friends up there he said
05:36every five years i go to the congress and bring families back together we want them to know when
05:41they're comfortable traveling again we welcome them back to louisiana on camera it sounded polite
05:48off camera it sounded desperate tourism dollars are drying up canadians once flocked to louisiana's
05:55festivals its french quarter its cajun food and jazz clubs now they're staying away and nungesser knows why
06:04in spite of what our president has said and done we love canadians he admitted uncharacteristically blunt
06:09for a republican in a republican state it breaks my heart and embarrasses me what our president said
06:15about the 51st state not everyone in america feels that way that admission is startling a republican
06:24standing in front of canadian cameras openly distancing himself from a republican president
06:28just to reassure a foreign audience that not all americans share the same disdain
06:33but the desperation is real and so are the stakes
06:36nungesser tried to remind canadians of their long history of friendship and generosity
06:43i was right at the front of the bp oil spill he recalled
06:47the canadian children sent letters in a box of pennies to save the pelicans and all that canadians
06:53have done fighting forest fires in america we've just been great friends for so long
06:59the irony is painful the very nation that once sent pennies to help america's pelicans is now
07:04withholding billions to make a point for him the insult of calling canada the 51st state was not
07:11just a political misstep it was personal it breaks my heart and embarrasses me a great many of us feel
07:18the same way i do about those comments but if he was hoping that this combination of charm and nostalgia
07:24would be enough the response from canada made it clear that things will not return to normal
07:30so easily travel agents told him in no uncertain terms we love louisiana but we're not coming there
07:37until until some said he apologizes or he's out of office it was not subtle it was not diplomatic it
07:44was a line in the sand this was no vague grumbling it was a boycott in plain words canadians were
07:50withholding bookings and dollars until america made amends for louisiana the stakes are high
07:56it's huge nungesser admitted it's our largest international market our numbers are down
08:03canadians book trips way out so the full effect hasn't even hit yet but i can't blame them i'd be
08:07angry too the damage isn't just immediate it's structural tourism works on long booking cycles
08:15and the fallout from trump's rhetoric will ripple through hotels and restaurants for years
08:20nungesser sees only one solution an apology but on that he was blunt the odds of him apologizing
08:28i don't think he does that very often everyone knows donald trump doesn't say sorry which means
08:34the boycott could drag on indefinitely that is why nungesser spoke not only to canadians but to his
08:40own president and congress he needs to apologize it was something off cuff he shouldn't have said
08:46we need more people to speak out when they disagree it was not rebellion but courage rare
08:52in a party where dissent can mean being primaried out and still washington offered no contrition
09:00the u.s ambassador to canada dismissed the anger urging canadians to move on
09:05nungesser bristled the ambassador needs to apologize too for him to be offended offends
09:10me that was the wrong message instead of mending fences america's envoy deepened the divide
09:17for nungesser the contrast is glaring ronald reagan his favorite president once said canadians
09:24are our best friend they're our neighbor you should treat them just like your next door neighbor
09:30one republican president built bridges another is burning them down
09:35yet even in frustration nungesser's plea remained the same canadians are welcome and louisiana needs
09:40them we welcome them back he said but it may take until this president apologizes or is out of office
09:49canada holds the leverage america the blame until that changes the boycott stands
