00:00Canada Post has put another offer to its striking workers.
00:04The corporation saying that it includes many things offered before, but some cash is now
00:09off the table.
00:10So talk more about this with us.
00:11We've got Dan Bird in the studio.
00:14Dan, first, what's in this latest offer?
00:17And I think importantly, what's out?
00:18Let's talk about what's out first.
00:20Signing bonuses.
00:21These are usually given when unionized employees ratify a new deal.
00:26In May, Canada Post said this would range from $500 up to $1,000, but now it says it
00:31can't afford them, so they're out.
00:33What is still included, according to the corporation, a 13.59% wage hike over four years, health and
00:39retirement benefits, and up to seven weeks vacation.
00:43Both sides have been in talks, Sarah, for more than a year now.
00:46We know unionized workers, 55,000 of them, returned to strike last week after Otto announced
00:52the sweeping changes it wants to make.
00:55That includes the end of home delivery for four million Canadians who still receive it,
00:58and the move to close rural post offices.
01:01The corporation and Ottawa have said they haven't turned a profit since 2017, losing almost $850
01:06million last year.
01:08Last week, the government says it costs about $10 million a day to keep Canada Post running.
01:13It's losing that, I should say.
01:15It's effectively insolvent and can't keep getting bailed out by Ottawa.
01:19Today, Canada Post says both sides have to agree that they're essentially in an existential
01:24crisis.
01:25Have a listen.
01:26We are built for the days of five and a half billion letters, and we deliver less than
01:33half of that.
01:33So, we need to change, and we want to minimize that, the impact on our employees, but at the
01:39same time, maintaining things like job security for life, where you're paid even if we have
01:44no work for you until you decide to leave or retire, just isn't feasible while we're going
01:50through this transformation.
01:51Canada Post has said it plans to keep rural, remote, and indigenous post offices open where
01:58they are needed.

02:00And so, Dan, I mean, the union has this now before then.
02:02What have we heard from the union?
02:03A blistering response.
02:05Canadian Union of Postal Workers is none too pleased.
02:07In a statement, it said, we waited 45 days for offers that are now worse than what we rejected
02:12in August.
02:13Canada Post must have known that.
02:15There is no way we can accept these and is clearly wasting even more time.
02:19So why did they bother?
02:21One of their negotiators we spoke with argues this is punishment.
02:26This is union-busting 101.
02:28They're trying to scare workers.
02:30I don't know if they're trying to get set up for some government intervention.
02:34You know, the minister could always order us back to work or something like that, because
02:38that's the way things are going.
02:40They're threatening us with thousands of job losses when they said we had jobs for life.
02:47Galant also disputes the claim from Canada Post that it's losing $10 million a day.
02:52He argues since they're not paying the workers, they're in fact not losing that much money.
02:56CupW sent Canada Post an offer in August, Sarah, with a 19% raise over four years, a proposed
03:02raise.
03:03Amid all of this, and between both sides, Canadians still not getting their mail.
