A sniper reportedly shot three ICE detainees in Dallas early Wednesday morning. At least one of those victims has died. The shooting happened just after 6:30 a.m. at the Dallas ICE facility on North Stemmons Freeway. The alleged shooter has been identified as 29-year-old Joshua Jahn, according to multiple sources.

02:25The sniper who fired at an ICE facility in Dallas, killing a detainee and wounding two
02:34others appears to have been inspired by the assassination of Charlie Kirk. That's according
02:39to Tricia McLaughlin. She is the assistant secretary for public affairs at the Department
02:45of Homeland Security. She spoke with me yesterday and explained what she's learned about that
02:50potential motive. We've seen a thousand percent increase in assaults against our law enforcement.
02:56We've heard and seen the demonization, the dehumanization of our law enforcement. And I
03:01think that this is often what happens when people take things into their own hands. These lunatics
03:07see them being compared to the Gestapo, being compared to the Nazis, and they think I'm going
03:12to go after them and I'm going to bring violence and terror to them. And that's what we saw from
03:17this deranged individual. Not only was it those shell casings that were found with the anti-ICE
03:21messages, but it was also these handwritten notes that said that he wanted to bring terror
03:26to our ICE law enforcement. And we're seeing, you know, there's more information coming out
03:30about the motive, but it's looking increasingly like he was inspired by Charlie Kirk's murder.
03:37Now, video released by federal officials shows the inside and outside there of that facility
03:43as the gunfire erupted Wednesday morning. You can see people running for cover there,
03:48detainees ducking and running around a transport van to get inside as ATF and ICE agents help them to
03:54safety. You'll see that in just a second here. Now, the suspected gunman identified by the FBI
04:00as Joshua Yan took his own life as agents approached him. Investigators say during a raid of his home,
04:08messages were found indicating that he hated the government and was targeting law enforcement.
04:13It's important to note here, no law enforcement was injured in the attack.
04:17I do want to talk more about this by bringing in Jillian Snyder, a retired NYPD officer.
04:23She's now an adjunct lecturer at John Jay College of Criminal Justice and resident senior fellow
04:28at the R Street Institute. Thank you so much for taking the time to be here with us and break it
04:34all down. Thanks for having me back on, Josh. Of course. And first off, I did want to ask you here,
04:40as we take a look at that video, what sort of information could it provide to investigators
04:46as they work to piece all of this together? So what jumps out to me about the surveillance
04:52footage is a lot more than just the obvious. It's not about showing the van being hit. It's
04:57about helping reconstruct the exact timeline of events, mapping the bullet point impacts and
05:02narrowing down the shooter's angle of fire. So the pattern of where round strike allows investigators
05:07to triangulate where the shooter was positioned on that roof and what type of weapon he used.
05:12Just as importantly, though, the footage captures the agent's response under fire,
05:17how quickly they sought cover, how they moved the detainees immediately,
05:20and whether established protocols were held under stress. So from a criminology perspective,
05:25every frame gives us a little bit of data. It shows you both the offender behavior and the law
05:31enforcement response. And officials say that the shooter there fired from a rooftop that he was
05:37targeting ICE agents. What challenges, based on your law enforcement experience,
05:42does law enforcement face in defending against a type of attack here where you have a sniper
05:47on a rooftop?
05:49So elevated attacks are a nightmare scenario for law enforcement overall.
05:54Most facilities and sally ports are like in jail facilities. We have sally ports where we lodge and
06:00unlaunch prisoners. They're designed to prevent lateral threats at ground level. Very few are built with
06:06the idea that someone could be shooting from above. So when rounds come from an elevated position,
06:10the normal form of cover, walls, vehicles are less effective. You're also dealing with line of sight
06:16issues. Spotting a concealed shooter on a roof is incredibly difficult. So for officers on the ground,
06:21it forces you into a split mission. Protect the people in the kill zone while simultaneously trying
06:27to identify and neutralize the shooter.
06:29We're talking about a case that involved local, state, and federal law enforcement. They were all
06:35there on the scene. What sort of challenges are there when you have all of those different agencies
06:40trying to work together to not just respond to the scene, but also work an investigation?
06:46So I've had the honor and privilege of working in multi-agency investigations. And I can tell you
06:51coordination is always both the strength and the stress point of major investigations. So in this scenario,
06:56you have FBI, ICE, ATF, local Dallas PD, and other state partners, all with their own rules and their
07:03own jurisdictions. So the challenge is making sure that evidence flows seamlessly. Ballistics from the
07:09roof to the van, forensic evidence from the notes, digital forensics from devices, without chain of
07:14custody errors. Public communication is another hurdle. So each agency has its own press protocols,
07:20and yet you need to send a unified message.
07:23One thing that's interesting is if you've ever watched a TV show where there's a crime, they
07:45obviously solve it within that hour-long program there. What is one thing that you think maybe the
07:51public misunderstands here when there is an investigation like this?
07:56So I think the public sometimes assumes that once a suspect dies on scene, as they did in this case,
08:02especially by self-inflicted gunshot wound, everything is wrapped up neatly. In reality,
08:07though, investigators are only just beginning to work. Even if you no longer need to build a case for the
08:13prosecution, you still need to piece together motive, reconstruct the full timeline, and rule
08:18out any co-conspirators. So that involves forensic analytics of trajectory and ballistics,
08:23recovering and interpreting the handwritten notes, and combing through devices or digital footprints
08:28to confirm whether the suspect did, in fact, act alone. These processes can take days or weeks,
08:33not hours. The Dallas cake, it has moved very quickly in trying to establish motive,
08:38but the deeper investigation work is still painstaking and methodical, and the public does
08:43rarely see that grind. They only see the headline. What lessons could law enforcement agencies take
08:50from something like this to maybe improve their future preparedness? Is that something that you can
08:57ever really prepare for? So there are several things that we can take to make improvements.
09:02Facilities like Icefield offices need to consider rooftop vulnerability as part of their security
09:08footprint. That means building partnerships with nearby property owners, increasing surveillance
09:14coverage of surrounded elevations, and tightening roof access controls. Second, I think agencies should
09:20look at physical improvements, adding overhead shielding or canopies in Sally Court, something we
09:25learned the hard way in policing when we have had drive-by shootings at central booking locations.
09:30And third, there is training. Officers need to rehearse ambush scenarios, not just frontal
09:35assaults by attacks from above, so muscle memory does kick in under fire. And finally, the most
09:41important thing is intelligence sharing. If there are threats circulating against ICE or other federal
09:46agencies, that information needs to be disseminated and acted upon quickly, because preparedness is about
09:52blending tactics, infrastructure, and intelligence. I wanted to ask, because obviously, if you've worked in this
09:59field, I'm sure you have questions as you watch an investigation like this play out. So I wanted to ask what
10:04question or questions you have that you hope will be answered.
10:09I still have a few questions. How exactly did the suspect access and occupy the rooftop without detection? Was there a
10:16pattern of surveillance beforehand? In most cases, as you and I have discussed in other tragedies like this, what was the
10:23the individual doing before? Were they staking out the location? Were they tracking times of when ICE
10:28officers were outside or detainees were being moved? How long was he positioned before he opened fire? And from an
10:35operational standpoint, I also want to know whether the transport routines were predictable, because
10:40predictability is what makes law enforcement vulnerable.
