00:00status quo continue. Therefore, I ask that the consent be modified and the earned substitute
00:07amendment at the desk be considered and agreed to, the bill as amended be considered read a third
00:13time and passed, and that the motion to reconsider be considered made and laid upon the table.
00:20Is there objection to the modification?

00:24Senator from Massachusetts.
00:25Thank you, Mr. President. I rise to oppose the substitute amendment offered by the Senator
00:31from Iowa. The SBIR and STTR programs expire at midnight tonight, separate from everything
00:40else that's going on here in the Senate today. The only bipartisan option to avoid the program
00:47ending is to pass HR 5100, as passed by the House of Representatives already. It's before
00:54us. The Republican chairman in the House have already passed it over to us. And as I said
01:00previously, we all have changes to the program we'd like to enact. And that's just going to
01:05take time. And they recognize that over in the House, the Republican chairman. We should
01:11extend these programs, which we should do on a bipartisan basis while continuing to work
01:16on a bipartisan basis to address the Senator from Iowa's concerns, along with other reforms that
01:23other Senators and House members would like to make. So I object to this amendment because it
01:28guarantees a lapse. And because it would, one, punish successful, innovative small businesses.
01:34Two, force small businesses to avoid pursuing the riskier, more cutting-edge ideas that keep American
01:42innovation at the forefront. It's the small companies that do the innovation. Big companies
01:48buy that innovation from small companies, but it's the small companies that do the innovation
01:52in our country. And prevent agencies, number three, from being able to fund technology that
01:57aids their mission if that technology comes from a successful small business. The so-called
02:03waiver included in the amendment would only result in party politics as opposed to merit-based competition.
02:09And finally, the wide-sweeping foreign due diligence changes would require agencies to
02:16forego the flexibility to determine their own risk tolerance. It would also leave the door open for
02:21agencies to deny applications on any grounds they see fit, even if it's not in statute or regulations.
02:30And to top it off, this proposal aims to dismantle the entire SBIR and STTR programs while only extending
02:38authorization for one month.
02:43...American small businesses and decades of American innovation to our foreign adversaries
02:49by allowing this program to end. So I asked my colleagues from here, I asked my colleague from Iowa
02:58to join me and the Republican chairs of both the House and Senate, of the House of Small Business and Science
03:06Committees, to pass the overwhelmingly supported extension for one year on a bipartisan basis so
03:15we can work out the differences. We should not allow this program to end. We never cap what big
03:23businesses can get from the federal government. Their tax benefits are permanent. Their ability to go to
03:29the Defense Department or other agencies with big contracts, that's never capped. And we should not be capping
03:35small businesses. So that's why we need to have the discussion, because it's critical that this program
03:41continue tomorrow. And so with that, I object.
03:49The objection for modification is heard. Is there objection to the original request?
03:53Mr. President, reserving the right to object.

03:57Our nation cannot afford to extend another flawed program that fails to meet the innovation
04:03challenges of the 21st century. With China at our heels and wasted taxpayer dollars being funneled out
04:12the door, it's clear the status quo does not work or serve our truly small businesses.
04:23The moment for action is now, but my colleague wants to shut the door on that and continue with
04:29more of the same for another year. I'll keep working to safeguard SBIR-funded technologies from our
04:37adversaries and ensure we invest in the best and brightest small businesses so America maintains our
04:46technological advantage. However, continuing the status quo is not a solution I can support.
04:56Without my amendment, on behalf of our warfighters, our national security and our hardworking taxpayers,
05:04therefore, I object.
05:17We are listening as the Senate floor is now in session. We were hearing from Senator Joni Ernst,
05:40the Republican from Iowa, talking about the potential government shutdown right here. However,
05:46we were sharing with you some breaking news moments ago, and we now have a live look here.
05:52As we do know that joint base McGuire Dix Lakehurst has been placed on lockdown,
06:00that lockdown starting late this morning. And this is a live look right here from our Philadelphia
06:07station. And this is from their helicopter. As you can see from this aerial view, the base itself. This is
06:15what we know. According to the joint base, they shared this message on their Facebook page just about 40
06:24minutes ago saying there is a lockdown at joint base McGuire Dix Lakehurst. All personnel are on lockdown until
06:32further notice. All personnel outdoors should take cover. So I did want to stress that they are
06:40specifically asking any personnel outside to take cover beyond that, that they haven't shared officially
06:49why the base is under lockdown, why they are asking all personnel outdoors to take cover. But there
06:57is a safety concern that has risen to the level of a lockdown situation has risen to the level that all
07:06personnel outdoors are taking cover. So we did want to share that with you. We are waiting for official updates from the
07:15joint base. This is directly from the joint base McGuire Dix Lakehurst Facebook page that there is a lockdown
07:24at the base. All personnel are on lockdown until further notice and all personnel outdoors should take cover.
07:33This is in New Hanover, New Jersey. So just to give you a little bit of an idea right here, if you're
07:39familiar with the area or if you're not, this is about a 34 minute drive south of Trenton, New Jersey. So this is
07:49south of the Pennsylvania, New Jersey line. So it's very close to Philadelphia. And this is a live look from
07:59our Philadelphia helicopter right here with our Fox team there. So we did want to share that with you.
08:05These are live looks from the helicopter as all personnel outdoors has been instructed to take cover.
08:12You can see that it's a very quiet situation. Unfortunately, we saw that the live look from the
08:19helicopter has now cut out right there. But we also wanted to share this with you. This is a social media
08:26post from Governor Phil Murphy, also reiterating that there is currently a lockdown in place at joint base
08:35McGuire Dix Lakehurst. If you are on the base, he says, please follow the instructions of your commanders
08:43and emergency response officials. We do now have that live look back up. So we are going to share that with
08:51you once again as we continue to follow breaking news. As you can imagine, a very fluid situation and not much
08:58information shared at this point in time. We do know that joint base McGuire was placed under lockdown maybe
09:06about 50 minutes ago. This joint base is located in New Hanover, New Jersey. Everyone outside, all of the
09:14the personnel outdoors, they've been instructed to take cover. Beyond that, though, there has been no further
09:22official update from the joint base itself. So we are holding off on any speculation. We are giving you
09:30simply what the official details are, the information that we know and has been confirmed directly from the
09:38joint base itself. We are continuing to gather information. We're also sharing reaction as New
09:44Jersey's Governor Phil Murphy also sent out the alert itself. And so we did want to share this with you. We
09:53are continuing to gather more information as you're taking a live look from the helicopter of the joint
09:59base. Everyone who is outside has been asked to take cover. That's the instruction that they received. So
10:06you can see that no one there is outside. And that is perhaps some good news as everyone has followed
10:13those instructions. Beyond that, though, we are still waiting for information. You can see that the
10:18helicopter has zoomed in just a little bit and we do see a lot of vehicles parked here at this particular
10:26area. We haven't yet seen what is obviously emergency responders. So typically, you know,
10:35there might be flashing lights, there might be a SWAT situation, there might be
10:39a SWAT situation. We have that maybe a SWAT situation. If, it's not a SWAT market…
10:57A SWAT situation like that. We hadn't had a SWAT situation, there might be a SWAT situation.
