00:00express deep concern over the fragile and deteriorating security situation in Yemen

00:04and the wider region. The group reiterates the urgent need for coordinated efforts to

00:12de-escalate the tensions and protect the civilians. The A3 Plus notes with cautions

00:18optimism that there have been no new attacks in the Red Sea since the last report of this council.

00:25This development is welcome as it contributes to the regional stability and demonstrates the

00:31value of restraint in avoiding further escalation. A3 Plus reaffirms that ensuring the safety and

00:39freedom of the navigation in the Red Sea and the Gulf of Aden is vital to the international peace

00:45and security and stresses that these waters must not become an arena of confrontation. However,

00:52we remain deeply concerned over the continuous cycle of hostilities between Al Ansar Allah and Israel

01:00in its repercussions inside Yemen and for the region. A3 Plus strongly condemns the latest Israeli strikes

01:08on Yemen that have caused 35 fatalities and injured 131 people. We also reiterate our appeal for an

01:18immediate unconditional and permanent ceasefire in Gaza, recognizing that the ongoing conflict has also

01:25negatively impacted peace efforts in Yemen. In this context, A3 Plus emphasizes the need to prevent further

01:32regional spillover of the conflict and its impact on the security and stability in the region and beyond.

01:39In this regard, we reiterate the necessity to address the root causes contributed to the regional tensions

01:46and encouraged enhanced diplomatic efforts by all. On the humanitarian front, we remain gravely concerned

01:54by the dire situation in Yemen. We take careful note of obvious briefings and underline that millions of civilians

02:02continue to face an acute food insecurity, severe economic decline and lack of access to essential services.

02:11Humanitarian needs are rising even as the funding shortfalls constrain the response. We emphasize that

02:17international humanitarian law must be respected at all times, that humanitarian access must be guaranteed,

02:24and that the protection of civilians, especially women and children, must remain in the central priority.

02:29Mr. President, while we welcome the recent release of Ms. Lana Katow, Deputy Director of UNICEF,

02:38and A3 Plus, the A3 Plus reiterates strong condemnation of the arbitrary detention of the UN,

02:46humanitarian staff, national and international NGOs, and civil society organizations, and diplomatic

02:53missions personnel by the Houthis. The recent detention by the Houthis and forced entry

02:59into the UN premises are clear violations of their obligations under international humanitarian law.

03:06Such actions are unacceptable and severely hinder efforts to deliver assistance and promote peace in Yemen.

03:14In this regard, the A3 Plus reiterates its firm demand for the immediate and unconditional release of

03:21all arbitrarily detained personnel personnel personnel since 2023, including UN staff.

03:28A3 Plus calls on all parties to exercise maximum restraint to refrain from unilateral actions that risk

03:35undermining the prospect for peace and to engage constructively in a good faith with United Nations-led process.

03:42We also underscore the important role of the regional activists in creating an environment conducive to dialogue and escalation.

03:51Finally, A3 Plus reaffirms its strong commitment to the sovereignty, unity, independence, and territorial integrity of Yemen.

04:00We will continue to support the efforts of special envoy, OCHA, and other broader United Nations systems in advancing peace,

04:08alleviating humanitarian suffering, ensuring an unstable and secure future for Yemen and its people.
