There is an absolute need for more stringent measures at the Buccoo Reef Marine Park in Tobago. This from Chief Secretary Farley Augustine who told TV6 News he is hopeful a bill can be brought to Parliament by the Prime Minister Kamla Persad-Bissessar Government, to have the necessary policies in place .

This comes as Grenadian national Neal Morris, 71, drowned at the park on Sunday, while British national David Henry underwent surgery on Sunday night for injuries he sustained to his leg following the boating mishap. More in this Elizabeth Williams report.

00:00The biggest challenge is that the TCH does not have lawmaking powers.
00:07And so even with the policies we do have, they're not as enforceable with police action.
00:15And that is why early in this government, I've said to the Prime Minister
00:22that the bill that we sent down to Parliament all the way back in 2020, November of 2020,
00:31for the management of the marine parks in Tobago,
00:35that she has to take that bill up and put it on the Parliament floor.
00:40Mr. Agustin said Mr. Morris has dual citizenship
00:44and was on island with a group of approximately 50 visitors from the UK and Grenada
00:51for the past week and a half, celebrating a birthday and an anniversary.
00:57Mr. Morris has dual citizenship.
01:00He's a citizen of both Grenada and the United Kingdom.
01:04In fact, he travelled into the country on a UK passport.
01:10Mr. Morris, unfortunately, drowned in the marine park area.
01:15Mr. Agustin said preparations would be made to have the body of Mr. Morris handed over to his family members.
01:34I have spoken to Mr. Morris' children and his niece and a sibling who is a resident in Trinidad.
01:45Currently, we are making preparation for his niece and a brother that lives in Trinidad to visit the island
01:53so that we can have the necessaries done so that the body can be turned over to the family
02:01where they desire to take his body to Grenada as his final resting place.
02:09Agustin also gave an update on British national David Henry, who underwent surgery on his leg on Sunday.
02:17We have Mr. David Henry, who was injured by the propeller of an engine on his left foot.
02:25He had successful surgery last night.
02:30And we have some specialists looking at his situation today.
02:35And his wife is in the care of one of the crisis managers at the Division of Tourism
02:43where we are ensuring that the family gets all that they need
02:48in preparation for the departure from the island.
02:55The Division of Tourism is coordinating response efforts at the site,
02:59ensuring immediate support and assistance are available where they are most needed.
03:06While the Division of Health is also providing trauma counseling
03:09to the friends of the deceased and injured who are visiting Tobago.
