During a press briefing on Wednesday, Democratic Mayor of Washington, D.C. Muriel Bowser spoke about the autonomy of the capital city.

00:00I have a multi-part follow-up on Tom's question about the investigation into the crime data.
00:07Chief Smith, have you or any of your command staff been interviewed by the Department of Justice
00:13regarding their investigation into the crime statistics?
00:17We've had a few that, maybe one or two that have been interviewed by DOJ.
00:22Have you personally been interviewed?
00:23I have not.
00:24Do you know if you will be?
00:25I'm not sure if I am. I will cooperate as I would expect anyone else to do across the department.
00:31Mayor Bowser, you've got a lot on your plate, obviously.
00:35Congress is back.
00:36Yesterday, House Republicans held a press conference.
00:39This morning, Senate Republicans will be holding a press conference,
00:42all talking about various pieces of legislation they plan on introducing
00:46that would have multiple, everything from blocking the council's secret meetings
00:52that the press are not allowed to come to, to extending the crime emergency and numerous others.
00:59I'm wondering about your concern about all those different pieces of legislation
01:02you're going to have to fend off.
01:04At the same time, you could be facing another CR,
01:09and I'm wondering if you know if that's been resolved,
01:11that the language won't be the same as in the last CR.
01:14And then the budget is still with the Congress for their approval.
01:20I don't know when the clock ends on that, their 30-day to approve that,
01:24but they could add riders to that.
01:26So there's a lot that you would be facing.

01:34It is a complex world to navigate, and I'm just really proud of my team,
01:44and I'm grateful to D.C. residents for their questions, their comments, their concerns,
01:50even the tough ones for recognizing that we have a lot to navigate.
01:56It's important that we keep our eye on the press,
01:59that we maintain our home rule and autonomy,
02:03that we deliver high-quality services, that we balance our budgets,
02:08that we remain a city where people want to live, work, and grow their families,
02:14and we deal with all of the interference that's coming our way.
02:17What should remain clear to our residents
02:20and become clear to those who are watching us around the nation
02:24is that we're different.
02:26Sometimes that's good.
02:28There's only one D.C.
02:29But we're different because we don't have senators,
02:33we don't have members of Congress voting for us or protecting us,
02:38and we're not truly autonomous.
02:42And I share it with somebody that people don't know that always about us
02:49because we move around the world in a big way.
02:53We have a big footprint.
02:55We get a lot of important things done.
02:58And so people don't realize our vulnerability
03:03because we have excelled despite it.
03:09And it is a reminder to everyone
03:12that to make our democracy more perfect,
03:17the citizens of Washington, D.C. have to be fully represented.
