During a press briefing on Wednesday, Democratic Washington, D.C. Mayor Muriel Bowser spoke about a potential extension of the presidential emergency that allowed President Donald Trump to send federal troops into the city.

00:00Can you give us an update regarding overtime use since the federal surge?
00:05I know last time you were asked about it with your update.
00:08And then a follow-up, I know you released your mayor's order, and you were, I think last time we talked, you had mentioned, you know, we're working on something.
00:15But there's been a lot of questions about the, there's no timeline, like an end date to it.
00:19And if there's anything that you want to say about that, why it was written in this manner.
00:24Sure.
00:24So let me start with your last question first.
00:27And I have to say that there seems, I think the last time I was with you, I had a similar, trying to make sure that we have the record straight on what we communicated in the mayor's order.
00:41And I have to say that there was a Washington Post headline that circulated that was simply false.
00:48I went back, I re-read that order, and then the hundreds of words that were in that order, there was no mention of welcome or welcoming.
00:57So that headline was false.
01:01And sadly, I think it was intentionally misleading.
01:05Let me tell you, without equivocation, that the mayor's order does not extend the Trump emergency.
01:16In fact, it does the exact opposite.
01:19What it does is lays out a framework for how we will exit the emergency.
01:28The emergency ends on September 10th.
01:32The only way it can be extended legally is by the Congress.
01:36So I want the message to be clear to the Congress.
01:40If we have a framework to request or use federal resources in our city, we don't need a presidential emergency.
01:53Thank you for continuing on.
02:12The Constitution is very clear.
