00:00A U.S. executive order reinstating duty on small packages is proving to be a big headache
00:06for international postal services. Mexico on Wednesday joined a growing number of countries
00:13in suspending package shipments to the United States due to confusion over tariffs on low-value
00:19parcels. Previously, packages worth less than $800 could enter the U.S. duty-free due to the
00:27so-called de minimis exemption. But that comes to an end on Friday, thanks to a U.S. executive order
00:33President Trump signed last month. Goods that previously entered the United States without
00:39needing to clear customs will require vetting and will be subject to their home country's tariff
00:45rate, anything from 10 to 50 percent. International postal services in Japan, Australia, India and a
00:53number of European countries have already paused the shipment of packages to America. They say
01:00there's too much ambiguity about the kinds of goods covered by the new rules and no time
01:04to process their implications. In a statement last week, French mail service La Poste said
01:11the U.S. didn't provide full technical details or allow enough time for the French postal service
01:17to prepare for the new customs procedures. La Poste expressed regret over the situation
01:23and said it's continuing to work with U.S. authorities to resolve the issue as soon as possible.
01:30Proponents of limiting the exemption say it's allowed Chinese retail platforms to flood the U.S.
01:36with low-priced goods. But some smaller American businesses that rely on imported products
01:42could be hard hit by the rollback.
