Defence Minister Datuk Seri Mohamed Khaled Nordin has urged Asean members to unite against rising maritime threats, warning that fragmented responses would leave the region exposed.

Speaking at the 19th Asean Navy Chiefs’ Meeting (ANCM) in Penang on Tuesday (Aug 19), he cited challenges ranging from power rivalries and territorial disputes to cyber intrusions, disinformation, and “grey-zone” tactics like foreign incursions and maritime coercion.

00:18warned that the region's maritime challenges were becoming increasingly complex
00:23and fragmented responses would leave it vulnerable.
00:26He highlighted both traditional threats, such as power rivalries and territorial disputes,
00:32and non-traditional ones including cyber attacks, disinformation and grey zone tactics
00:37like foreign incursions and maritime coercion.
00:40Khaled stressed that no single navy or government can tackle these alone
00:44and that ASEAN must remain the anchor of maritime order in the region,
00:49grounded in international law, particularly the United Nations Convention on the Law of the Sea, 1982.
00:57The five-day ANCM, themed Advancing the ASEAN Navy's Unity,
01:02Synergizing Innovation and Technology in Strengthening ASEAN Maritime Security,
01:07brings together 88 naval delegates and 10 ships with about 1,350 personnel
01:13for the ASEAN Multilateral Naval Exercise AMNEX.
01:16The meeting aims to boost cooperation through joint drills, dialogue and trust building.
01:22Also present were Royal Malaysian Navy, Chief Admiral Tan Sri Dr. Zulhelmi Ithnain
01:27and Defence Ministry Secretary General Datuk Lokman Hakim Ali.
01:33Khaled said hosting the meeting in Penang, a maritime hub with deep ties to the Straits of Melaka,
01:38was both symbolic and strategic.
01:40He urged ASEAN to move beyond rhetoric and pursue practical collective cooperation.

02:22to encourage young naval officers and academies to suggest low-cost, high-impact solutions to maritime challenges.
