00:00The Minister of Foreign Affairs of ASEAN convened a special meeting to address the current situation between Cambodia and Thailand in Kuala Lumpur today, 22 December 2025,
00:15pursuant to the decision of the Prime Ministers of Malaysia, Cambodia and Thailand on 11 December 2025.
00:22Malaysia briefed the meeting on the efforts undertaken by Prime Minister Anwar Ibrahim as ASEAN Chair to encourage both Cambodia and Thailand to cease hostilities.
00:35The meeting was also briefed by the ASEAN OZEWSTEM AOT based on the AOT's mandate. Cambodia and Thailand shared their respective positions.
00:45The meeting appreciated the proactive role and continued engagement by Prime Minister Anwar Ibrahim and President Donald J. Trump
00:56with active participation of ASEAN Member States and China in promoting a peaceful resolution on the ongoing situation.
01:05The meeting was encouraged by the willingness and readiness of the Prime Minister Hun Manit and Prime Minister Anutin Chan Virakul
01:16in continuing to engage the ASEAN Chair towards easing tensions and preventing any misunderstandings that could further escalate the situation.
01:28The meeting reaffirmed the commitment of ASEAN unity and solidarity as well as ASEAN centrality in ensuring regional peace, security, stability and prosperity
01:43in accordance with the ASEAN Charter.
01:46The meeting recalled the ceasefire arrangement of 28 July, the decisions of the Extraordinary General Border Committee meeting
01:54on the 7th of August and as well as the Kuala Lumpur Joint Declaration signed on the 26th October 25th
02:04and urged boost Cambodia and Thailand to fully and effectively implementing them.
02:12The meeting expressed serious concerns on the continued tensions and hostilities
02:17which have resulted in significant casualties, damage to civilian infrastructure and displacement of civilians on both sides of the border
02:29and called upon both parties to ensure that civilians residing in the affected border areas are able to return without obstruction and safety and dignity
02:41to their homes and normal livelihoods as they existed prior to the outbreak of the hostilities.
02:49The meeting reaffirmed the shared commitment to refrain from the threat of use of force,
02:54or use of force, peaceful settlement of disputes and respect for international boundary and of international law
03:02for the promotion of peace, security, stability and prosperity in the region on the basis of mutual respect
03:10for the independence, sovereignty, equality, territorial integrity and national identity
03:18in accordance with the United Nations Charter, ASEAN Charter and Treaty of Amity and Corporation in Southeast Asia or TAC.
03:27The meeting urged Cambodia and Thailand to exercise maximum restraint
03:31and take immediate steps towards the cessation of all forms of hostilities.
03:38The meeting called on both countries to restore mutual trust and confidence
03:43and to return to dialogue including through bilateral mechanisms
03:49as well as making use of good offices of ASEAN Charter, revive cooperation on humanitarian demining
03:57and implement military de-escalation along their shared border under the observation of the AOT
04:05and to uphold the principles of international law, peaceful coexistence and multilateral cooperation
04:14in the pursuit of peaceful and durable resolution to the situation.
04:20The ASEAN Foreign Ministers welcome the discussion on resumption of the ceasefire
04:25and cessation of hostilities.
04:29The GBC will convene on 24 December 2025 to discuss the implementation and verification of the ceasefire.
04:39The ASEAN Foreign Ministers express hope for de-escalation of hostilities as soon as possible.
