30-storey Holbeck flats plan falls through

Plans for a 30-storey block of flats have fallen through after the developer did not sign off on a legal agreement with Leeds City Council.

00:05after Leeds City Council refused planning permission due to the developer not signing off on a legal agreement.

00:11Plans for a 30-storey tower have fallen through,

00:14despite property firm CityLife being given the go-ahead in October 2023 to build 345 flats at Cartwright House.

00:23Final approval was subject to 24 affordable homes being provided at the site on Springwell Road,

00:29along with £680,000 in financial contributions.

00:34A council spokesperson said this would have delivered the required level of affordable housing,

00:39contributions towards green space, highways improvements and measures towards travel planning.

00:45However, as the applicant didn't complete the legal agreement, even after several time extensions,

00:50the application didn't comply with the planning policy and has therefore been refused.

00:55The project was the second phase of CityLife's Springwell Garden scheme,

00:59which includes 223 flats on a neighbouring site.

01:03Phase 2 would have towered over the 16-storey Phase 1 development,

01:07providing mainly one- and two-bedroom apartments.

01:10A council planning report said the proposed development

01:13also incorporated a communal garden terrace at roof level,

01:16providing panoramic views of the city centre and beyond.

01:19Seven per cent of the new homes in the tower block were required to be classed as affordable

01:24under council planning policy.

01:27Financial contributions included £424,000 towards green space improvements as part of the deal,

01:33and around £23,000 would have been spent on a new bus shelter nearby.

01:38The council said a Section 106 agreement could still be provided

01:41if the developer appealed against the refusal.
