00:00We have received or inherited the largest liability ever in the history of the Tobago House of Assembly.
00:08So when we talk about $2 billion and why they're not managing and why we can't do this on that,
00:15I'll disaggregate to you and explain to you why it is so difficult for us to do the things
00:22and treat with the socioeconomic needs of Tobago unions.
00:26The finance secretary said she had her figures to back up her statement.
00:31Now I'll tell you this.
00:35We inherited 800, and this is faxing, and I have figures to back it up.
00:42$800 million in liabilities.
00:47Of that $200 million represented recurrent expenditure.
00:51That means we owed gratuity, we owed security, we owed for catering, we owed for contracted services,
01:00we owed for all the utilities.
01:03That is what we inherited in December 2021.
01:07She stated there was also a liability inherited from the PNM administration
01:13to the tune of $600 million in emergency roadworks done just before the 2021 THA elections.
01:22We also inherited $600 million in contractors that did a lot of paving and emergency works
01:32just before the elections.
01:36And I'll tell you something, the development budget of Tobago in that year was $264.1 million.
01:46She said the PNM aims to keep the progress of Tobago down.
