00:06including in the area of property ownership.
00:10National land ownership access and a development strategy
00:14and the implementation of expanding access to title land for citizens
00:20through long-term leases, first-time homeowner grants,
00:24agricultural heritage, tourism land allocation,
00:27and the empowerment of citizens to become land owners and land users with a national purpose.
00:33We have also taken a decision to remove stamp duty on intergenerational property transfers.
00:40This is where parents want to pass on residential properties to their children or their grandchildren.
00:47We will move stamp duty from that.
00:50All the Express newspapers saw to find out whether the PNM had worked out the cost of its manifesto promises.
00:57Absolutely. That is why I could come here confident,
01:01because everything that we have said,
01:04I have gone to the Ministry of Finance or the various ministers,
01:08and what we're looking at is not increasing revenue.
01:12We're looking at, okay, well, if we do this in this area,
01:16how do we then find other areas where it's not going to be a priority item
01:22and it doesn't affect the way of life?
01:25So it's not going to be anything more?
01:27That's what you're saying?
01:28There will be some additional, but it is certainly not 20 billion, 5 billion, 3 billion, 2 billion.
01:35So you don't have a figure?

01:36The political leader of the PNM, former Prime Minister, Dr. Keith Rowley,
01:42supported the inclusion of the proposed Minister of Implementation and Efficiency in his party's manifesto.
01:48In doing so, he gave the example of a past paving program
01:51being impacted by OSHA officers unable to inspect quarries.
01:56It was the most ridiculous experience you were having,
02:01and all that was required was for somebody or some entity to understand
02:06that there's a problem here which has as its origin
02:10the procurement and making available boots to officers in one department
02:17and they were shutting down the paving program
02:19because they didn't have the right boots to go to the quarry.
02:21So, you know, no boots, no quarry, no rock, no cash, no paving.
02:27And we're all sitting here quite happy to know
02:30that the government has approved millions of dollars for paving.
02:33Paving is going on, but of course, the system is not functioning.
