00:00MP4 San Juan Barataria Saddam Hussein says the UNC government will investigate the last-minute grabs that the public post used to win the population's confidence on the eve of a general election.
00:13Well, look, I have the deed in my hand here. I find the deed. Do you know how much they paid for that building? The NIB paid $42 million for that building.
00:25So when you go to the NIS, when you turn 60 and you cannot get your pension, they have spent $42 million on that building.
00:37Hussein is also questioning the rural development company's decision to classify works on the Edinburgh-Carlsonfield Road as emergency in order to, according to him, pay $2.4 million in a sole-select agreement.
00:52Under the procurement law, you have to invite several contractors to tender for a particular project.
00:59And who has the most competitive bid, meaning more value for money, then you will select that person as the preferred contractor.
01:08But if there's an emergency, you can justify it by saying we will select one contractor because the work has to get done immediately.
01:16I am being informed and advised and I'm asking the question whether it is true.
01:23That particular road that was tendered was tendered as an emergency works.
01:29He alleges another contractor who has a handful of companies engaged with the RDC received another gift.
01:37You know, they opened a gas station in Mayara recently. You all remember that?
01:41You want to know who is the owner of that gas station? A company called New Mayara Limited.
01:48You want to know who is the directors of that company? One, Bikram Ramnarain and Siam Ramnarain.
01:55Rowley Friend, how he get our contract? How he get the gas station? These are questions that we have to ask.
02:02Hussein says three campaign managers working with Faris al-Rawi's campaign have received over $11 million in state contracts.
02:11So while RDC is supposed to be giving contracts to the small fellows in the village, in the communities, you understand what is happening?
02:19Big, big contract sharing out of friend, family, campaign manager.
02:22They are contractors at the RDC because I have it in black and white and I want them to come out tomorrow and deny it.
02:28Because I have the black and white evidence in my hand here and I will expose them for what they are.
02:35Companies getting contract under the RDC. They are not submitting income tax clearance.
02:41Hussein says he has documentation to back up an allegation that a company set up for restaurant business received contracts for a box train in San Susi and a basketball court in Aruka.
