00:00 In the House of Representatives on Friday, an announcement by the Leader of the House, Camille Robinson-Ridges,
00:05 who is also the Minister of Housing and Urban Development,
00:08 with regard to a report on the boundaries of the nation's 41 constituencies.
00:14 Mr. Deputy Speaker, I have the honour to lay on the table the following paper,
00:18 listed on the Order Paper in the name of the Deputy Speaker.
00:23 Paper number 1, the Year 2024 Report of the Elections and Boundaries Commission
00:30 on the Review of Constituency Boundaries pursuant to Section 72 of the Constitution of the Republic of Trinidad and Tobago.
00:41 Thank you, Mr. Deputy Speaker.
00:43 In its report, the EBC is recommending that five constituencies be renamed in 2024,
00:49 as the next General Election is due in 2025.
00:53 The five constituencies identified are
00:55 Aruka Maloney is to be renamed Trinity Maloney,
00:59 Dabadie O'Meara is to be renamed Malaba Mausica,
01:02 Lopino Bonia West is to be renamed Aruka Lopino,
01:06 St. Joseph is to be renamed Aranguez St. Joseph,
01:10 and Pointer Peer is to be renamed Claxton Bay.
01:14 Pointer Peer is presently represented in the House of Representatives by the UNC.
01:18 Aruka Maloney, Dabadie O'Meara, Lopino Bonia West, and St. Joseph
01:22 are presently represented by the PNM in the House of Representatives.
01:27 During the UNC's cottage meeting on Monday night,
01:29 Opposition Leader Kamala Bissetta addressed the issue of the EBC's 2024 boundary report.
01:35 As she said in the past, UNC polling divisions, or PDs, were taken out of one particular constituency.
01:43 And then pulling the PNM PDs into St. Joseph, making St. Joseph now a true marginal.
01:49 It was a UNC seat because they shifted the boundaries.
01:53 So you see why that report is so important,
01:57 that in prepping, in even choosing candidates, I may choose a candidate today,
02:02 and then the boundaries have changed, and that is not a proper candidate for the screening committee to put in a seat.
02:08 So we need to see the report.
02:09 And the Elections and Boundaries Commission is recommending alterations to the boundaries of 16 constituencies in Trinidad
02:16 due to the proposed relocation of polling divisions.
02:19 The EBC's report is dated March 13, 2024.
02:23 The Opposition Leader said her query to the EBC had prompted the government to bring the report to Parliament on Friday, April 12.
02:30 The government has said it had not been forced to do so by the UNC.
02:35 The EBC's report cannot take effect until it is approved by Parliament.
