00:47 On August 7, 1990,

00:50 Prime Minister VP Singh,

00:51 while implementing the recommendations of the Mandal Commission,

00:55 that included giving 27% reservation to the socially and educationally backward classes,

01:02 said on the floor of the House,

01:04 "It is a momentous decision of social justice,

01:07 evoking the legacy of Babasaheb Ambedkar,

01:11 who tirelessly fought for social and political reservation

01:15 for the Scheduled Castes and Scheduled Tribes," Singh added.

01:19 "The present decisions are along the same lines

01:22 and belong to the tradition of this Government's dedication

01:26 to the cause of Scheduled Castes,

01:28 socially and educationally backward classes,

01:31 and other weaker sections."

01:33 Though this declaration did not cause any immediate stir in the North,

01:37 Singh was aware of the impending tectonic shift in Indian politics.

01:43 As the Janata Dal's two alliance partners,

01:45 the Bharatiya Janata Party and the Left,

01:48 were not working in a syncretic manner,

01:51 Singh, analysts say,

01:53 wanted to strengthen the social alliance of the Ahir Jat, Gujar and Rajput category

01:59 that catapulted him to power in 1989.

02:02 And the best way to do this was to implement the Mandal Commission recommendations.

02:07 In the following years,

02:09 the social alliance of the OBCs and the Dalits,

02:12 especially across Uttar Pradesh and Bihar,

02:15 not only changed the fate of politics in India,

02:18 with the exit of the Congress from both the states,

02:21 it also gave birth to the Kamandal politics

02:24 that the BJP leveraged to consolidate all the Hindu castes.

02:29 After 33 years of the momentous decision,

02:32 Indian politics is again witnessing a change.

02:36 While the demands of the opposition parties,

02:38 now consisting of the Congress that was earlier allegedly responsible

02:43 for not implementing the recommendations of consecutive backward commissions

02:47 for a caste census,

02:48 are garnering strength.

02:49 The ruling party has come up with the concept of new castes.
