00:10:33 So joining us now is Minister of Works and Transport, Rohan Sinanan,
00:10:36 to respond to a protest by angry residents in Manzanilla.
00:10:40 Now, you would remember that recently we saw the roads being blocked in the area
00:10:45 and it would have caused some inconvenience for residents and other road users.
00:10:50 So, Minister, good morning.
00:10:51 Thank you very much for joining us.
00:10:53 Good morning, Marlon.
00:10:55 Good morning to everybody.
00:10:58 Minister, what can you tell us?
00:11:00 Have you given any assurances to the residents of the area?
00:11:04 Have the protests stopped?
00:11:07 Marlon, I, too, was a little bit confused on the protests
00:11:12 because up to now we don't have any official information as to who blocked the road.
00:11:21 What we heard is that from the taxi drivers and that they were going out there to work
00:11:27 and they realized that the road was blocked so they decided to join in a protest.
00:11:35 We all know what happened to the man who built the road last year.
00:11:39 It was a very technical road for us to go in and do work.
00:11:42 We had to get approvals.
00:11:43 We had to design.
00:11:45 Several things had to be done.
00:11:48 As we speak and on that day, contracts were already awarded
00:11:52 and contractors were on site working.
00:11:57 So we were a little baffled as to why you would want to protest
00:12:01 or who would block the road.
00:12:05 If work had already started, there is nothing else that we can do.
00:12:09 What we do is maintain the road.
00:12:11 The construction of the new road is ongoing.
00:12:14 We did give a five-month period for construction and nothing has changed.
00:12:21 What we heard is that some people said they saw equipment leave on the side
00:12:26 and that triggered the protests.
00:12:29 But that is a normal thing in construction.
00:12:32 Some people sometimes will move equipment that they don't need
00:12:35 or bring equipment that they need.
00:12:38 All I can say is that for whoever blocked the road
00:12:42 and what was the main purpose of it, there is really no need for that.
00:12:46 At this time, work is ongoing.
00:12:49 I think just like the users of the road, just like us, the contractors as well,
00:12:55 would like to get in and get out in the shortest possible time.
00:12:59 Is there something more in the mortar than the pestle?
00:13:04 Because if you're saying that there was a crew on site, there was equipment on site,
00:13:08 and there was a real serious attempt by the ministry to fix the problem,
00:13:15 then I'm just thinking, what is motivating the protest?
00:13:20 Well, I think you hit the nail on the head.
00:13:23 I wouldn't want to say because we are in a very sensitive period.
00:13:27 We have elections coming up on Monday.
00:13:32 And we have what we normally call a "silly season,"
00:13:36 and people send their motives to others to do different things.
00:13:41 So I just want to say that the work is ongoing.
00:13:44 We have issued three contracts already.
00:13:48 We have two at the evaluation stage,
00:13:53 and that will complete the repairs to the road once all five contracts are awarded.
00:14:00 We have three major contractors up there.
00:14:03 Now we have lots of work going on.
00:14:06 Unfortunately, that day we lost a lot of time
00:14:10 because some of the contractors decided, look, we hold off today
00:14:14 because we have hundreds of millions of dollars of equipment up there,
00:14:19 and contractors will not chance the equipment if you have this sort of fire and protest ongoing.
00:14:25 So we lost some time that day, but we will make up the time.
00:14:28 And all I can say is that, you know, let's get past this election,
00:14:32 and let's allow the contractors to do their work.
00:14:35 Minister, is there a deadline for this work to be completed?
00:14:39 We have a five-month period as a contract period.
00:14:43 Now we are in the rainy season.
00:14:45 We know what's happening now.
00:14:47 We are getting a strange weather pattern the last couple of years,
00:14:51 but the timeline for the repairs is five months.
00:14:57 And once the contractors are on site, they are responsible for maintaining the temporary road as well.
00:15:04 So what you'll find is every two days, they'll grade the road, make sure the road remains passable,
00:15:08 and so every contractor is responsible for the peace in front of them.
00:15:14 What has been some of the challenges concerning this project?
00:15:18 Well, okay, we know that the Mount Linnan Road is a road that has evolved over time on the sand between the sea and the Nariva Swamp.
00:15:31 This washout is about the fourth time it took place.
00:15:34 So we have to, you know, engineer something that can work,
00:15:39 bearing in mind there isn't much you can do to disrupt the natural habitat of the Nariva Swamp.
00:15:46 That is very, very technical because it's a protected area.
00:15:50 So the challenge would be how do we engineer something that doesn't change the natural habitat up there,
00:16:00 but then allows a road to be developed that will withstand the challenges of the sea on one side and the swamp on the other side.
00:16:08 You must remember the Nariva Swamp is 235,000 acres of land that drains into the sea at that point.
00:16:17 So that really is the challenge.
00:16:21 We can't raise the road too high because it's a natural area where water is supposed to flow from point A to the sea.
00:16:32 And we have to come up with a solution that keeps the balance.
00:16:37 We have to then get all the approvals from the EMA.
00:16:41 We have to get the IMA involved.
00:16:43 We have to get several agencies involved.
00:16:46 We have to satisfy the EMA, which we did.
00:16:50 We got the approval and then we proceeded.
00:16:53 So a whole lot of things had to take place before we could start construction.
00:16:59 I'll tell you what we went through to get those approvals and the design.
00:17:04 Under normal circumstances, it would have taken us at least two years.
00:17:09 We were able to do it from last year within six months.
00:17:14 Minister, I see that taxi drivers who have complained about the deplorable state of the road in the area, they are calling for compensation.
00:17:24 Is this something that is being considered by the government, by your ministry?
00:17:30 No, that is not something that is being considered.
00:17:33 When the road washed away, we indicated to everybody that we had two options.
00:17:41 One, to try to rebuild a temporary road that we knew was not the ideal solution.
00:17:48 Or two, close off the entire road until it was rebuilt and then you have to use the take-off four or what you need to get to Mayaro.
00:17:59 We closed off the road for about two weeks, constructed a temporary road, and we did indicate this road is being built in the Sunariva swamp.
00:18:09 We can't do much to the road.
00:18:11 We can't oil the road or do anything because that will then damage the swamp.
00:18:16 So, you know, the challenge of compensation doesn't arise at this point in time.
00:18:24 And compensation is not something that the Ministry of Works deals with.
00:18:29 If the drivers feel they have a legitimate claim for that, you know, I mean, the Ministry of Works is really not the place to make that claim.
00:18:40 We don't take compensation for things like that.
00:18:43 Minister, if we can speak in a general sense now, because every now and then, every few weeks, every, you name it, every month,
00:18:51 you hear claims from members of the public, including motorists, about the state of roads in Trinidad and Tobago,
00:18:59 and more so the poor state of roads in Trinidad and Tobago.
00:19:04 They even make the argument, look, we have a pitch lake and why do we have such bad roads?
00:19:12 Okay, so Marlon, I will admit that the state of the road network is not what we would want.
00:19:21 We did indicate, and the Prime Minister did indicate that at the start of 2023, a massive road rehabilitation program would start.
00:19:30 That did start. I think we are paving more roads now than we have paved in the last five years.
00:19:37 And it's a straight case of now that the funding is available to us, we have gone on a massive road rehabilitation program.
00:19:44 And we're not only talking about roads under the Ministry of Works and Transport.
00:19:49 We are talking about all the roads in Trinidad.
00:19:52 We pave roads every day and every night now across the country.
00:19:57 And this will continue for the next couple of years.
00:20:00 It has nothing to do with the election or anything like that, because this program started in January.
00:20:05 So we are on a massive road rehabilitation program, which includes the rebuilding of roads,
00:20:11 repaving, strengthening, putting in drains where necessary, and also upgrading the bridge infrastructure, the culvert crossings and so on.
00:20:22 And that is an ongoing program.
00:20:24 In terms of the conversation about the pitch lake, you don't dig out the pitch lake and go and spread it on the road.
00:20:32 What we get from the pitch lake is one item, just one single item that you use in road paving.
00:20:41 And it's an adhesive that you add to the aggregate and the bitumen, and it comes up with a stronger product.
00:20:51 That product in the past was used only on the highways and like airport runways and so.
00:20:59 So it's not that people think you have a pitch lake, so you have all the ingredients to do road paving.
00:21:05 The pitch lake produces one single item that is used in road paving.
00:21:12 You still have to import now the bitumen, the oils, you mix that with the aggregate,
00:21:19 and then you add that product that you get from the lake to have a stronger road surface.
00:21:26 But, Minister, when contracts are being awarded to contractors, is there any clause at all which speaks about the quality that you expect,
00:21:39 and that that road should be able to last for a number of years, and if there's a collapse or if something goes wrong,
00:21:49 that that contractor must step in and fix it so there is no further cost to the government?
00:21:56 Of course, Marlon. All jobs have something called a defect liability period.
00:22:02 And in some cases, in most cases, the defect liability period will run for one year.
00:22:07 Because if after one year you have no indication on your road that there's a failure of the asphalt,
00:22:16 then more than likely the asphalt will have to be laid properly.
00:22:22 Sometimes what you have happening, because before any asphalt goes down on the road,
00:22:28 at the Ministry of Works and Transport, with our system, that asphalt has to be tested before you have to bring a mixed specification to be approved,
00:22:38 meaning the material, type of material where you're getting the material from everything is inspected by the lab.
00:22:45 You bring that specification before it goes through a test, and after it's placed there, then you go through that test again.
00:22:55 They test the quality of everything, the density, things like that.
00:22:59 Anytime it is found wanting, you have to redo it.
00:23:03 And as I said, there's a defect liability period of one year, that once something is suspected,
00:23:10 we make a complaint within a year, the contractor has to redo it.
00:23:15 And a lot of times you see that happening, and people will say, "But they just paved that road, what is it, why are they coming back to pave it?"
00:23:20 It is because in some cases that will be the defect liability period that the contractor has to redo the road.
00:23:27 That is an ongoing something.
00:23:28 Because sometimes things will happen like that.
00:23:32 Unfortunately, a lot of our roads evolve over time.
00:23:35 And in some cases, the foundation of the road may not be ideal.
00:23:40 And then you will also have after a period of time, roads will deteriorate.
00:23:44 So there are several factors.
00:23:46 But, Minister, you also have a situation, and this has been from time immemorial,
00:23:52 where the work of the utilities companies, it also impacts on the roadway.
00:24:02 Because you have situations where you would have seen your ministry or regional corporations,
00:24:08 they would have paved a certain roadway, and then almost immediately there is a leak.
00:24:14 WASA comes, the other utility company, they come and they dig it up.
00:24:19 And it's really a situation of spinning top in mud.
00:24:23 Well, Marlon, I have made a statement recently that fixing the road is one thing, but we need to fix the utility company, especially WASA.
00:24:34 That's where the challenge is.
00:24:36 The challenge is really by WASA.
00:24:37 The challenge with WASA is that the infrastructure is aged.
00:24:42 And you will get, and we do get, a lot of spikes and so.
00:24:47 My challenge with WASA is the fact that if the line is damaged, we have to fix it.
00:24:53 We can't just leave the water to run off and weak.
00:24:55 It's the time it takes them to repair the road and the quality of the repair.
00:25:01 That is where the challenge is.
00:25:02 And we are working with WASA to try to rectify that.
00:25:05 But I must say, until we get that part of the science correct, in terms of road rehabilitation by the utility companies,
00:25:14 we will continue to have these problems on the road.
00:25:17 I have said that you can't fix the road unless you fix WASA.
00:25:20 And we are working towards fixing that.
00:25:23 Because that is our major challenge, in terms of potholes.
00:25:27 If you look at the potholes that you see on social media, in most cases, you see the place dry,
00:25:33 but you see water in that hole or that crater or whatever it is.
00:25:37 That is because that's a WASA leak.
00:25:40 I see that you have been making a case for local government reform.
00:25:45 Is it that local government reform, if and when it happens, that regional corporations will be more --
00:25:56 will be better equipped to deal with situations such as these, the poor roadways,
00:26:04 and would be in a better position to provide better service to burgesses?
00:26:10 Well, and that is the whole idea of the local government reform, is to empower the regional corporations,
00:26:17 fund them properly, and then hold them responsible for the activities under the local government.
00:26:25 I can tell you about 75% of the roads in Trinidad do not fall under the Ministry of Works and Transport.
00:26:32 And most of the roads under the Ministry of Works and Transport are in satisfactory condition.
00:26:40 We do have several roads that need serious upgrade as well.
00:26:43 But most of the complaints we get for roads are under the local government.
00:26:48 And the whole idea of the reform is to fund the local government corporations, empower them,
00:26:57 put in proper management and so on, and hold them accountable for whatever activities that they have to do.
00:27:05 So right now the ministry is on a massive road rehab program where we are not separating roads as we speak.
00:27:13 We are rebuilding and resurfacing roads throughout the country, whether it be local government,
00:27:18 whether it be ministry of works, whatever road.
00:27:21 But the idea of the reform is to get the corporation up to speed that they can handle the roads
00:27:28 and whatever responsibilities they have under them in a much more professional and a way that is acceptable to the population.
00:27:38 There has always been an argument, Minister, of poor funding at regional corporations.
00:27:47 So if we are speaking about local government reform and we are speaking about,
00:27:54 well, corporations will be better able to provide services to communities,
00:27:59 I'm just wondering how the local government reform is going to result in more,
00:28:08 or is it going to result in more funding for the corporations? How is that going to work?
00:28:14 Well, Marlon, obviously if you are asking the corporations to be accountable and responsible for their operation,
00:28:24 one of the things that you have to look at is the funding.
00:28:27 And that is why we said under the new reform, whatever revenues are collected in the corporations,
00:28:38 by the corporations, will remain in the corporations, so you automatically have a cash flow.
00:28:42 So you don't have to depend on the Minister of Finance to do warrants and so,
00:28:48 because you have a budget from the Minister of Finance, but you have to apply for that money all the time.
00:28:53 You have a cash flow here from all the revenues that is collected by the corporation.
00:28:58 That stays in the regional corporation. And then that is topped up by the Ministry of Finance.
00:29:04 Now we are talking about empowering the corporations, putting them in better management,
00:29:09 and having them function in a much more efficient way.
00:29:13 A lot of times we talk about funding that is not satisfactory and so,
00:29:17 but then you have at the end of the financial year, and you see it in the budget,
00:29:20 when you have the budget reviews and the budget speeches and so, and the debate,
00:29:25 how much money actually went back to the corporations holding the Minister of Finance.
00:29:31 That is called unspent balances, and money that was never applied for.
00:29:36 So yes, you have a funding challenge on one hand, but you also have a major management challenge.
00:29:43 And that will be improving local government reform, because you are giving them more autonomy,
00:29:49 more responsibility, more funding, but then you also strengthen management in the corporations.
00:29:56 Another area I have to look at for funding is, just one example,
00:30:01 the reform says that all local buildings, government buildings and schools also will be maintained by the corporation.
00:30:08 I was doing a little check in one area, and the Ministry of Education spends about $50 million
00:30:14 on school repairs and so, in that area for the year.
00:30:18 That additional $50 million now, that $50 million will go to the regional corporations,
00:30:24 because they will be the ones doing the repairs.
00:30:27 So that $50 million added to the budget that they got, what that does,
00:30:32 it creates employment for people in the region, because they are now going to hire their local people
00:30:37 to do school repairs, building repairs and things like that.
00:30:41 Normally that would have been done either by the FCL, MTS or the Ministry of Education in Port of Spain,
00:30:49 and hiring contractors not even from the area to do these repairs.
00:30:53 So you add things like that to the normal budget of the corporation,
00:30:57 you see the corporation budget automatically goes up by $50 million
00:31:02 to create employment in the area, in the local area by the local people.
00:31:07 So the local government reform has a lot of benefits for the communities,
00:31:13 and once it is accepted and ruled out, I can see a lot of benefits in terms of commerce,
00:31:19 employment opportunities and so on, and a more efficient local government system,
00:31:26 which most of the problems we have as individuals are local problems,
00:31:31 where we live, where we work, things like that.
00:31:34 And the local government reform is one major step forward to solve these problems
00:31:39 that plague us on a day-to-day basis.
00:31:42 Minister, just a few more days now for the local government election.
00:31:46 You gave us this morning. Any additional information you'd like to give us?
00:31:50 All I can say is we have a country to run. The local government election is upon us.
00:31:57 Our plan for Trinidad and Tobago will continue, and I just hope that on Monday,
00:32:03 the citizens make the right choice. Make that choice for Trinidad and Tobago.

00:35:38 Hi, morning everyone.
00:35:40 Yes, thank you for joining us doctor. Well doctor, it has been, we have been experiencing some really, really hot days.
00:35:46 Can you tell us, have people been admitting themselves to health facilities because of the hot weather?
00:35:56 Well, I wouldn't say that they've been admitted to things like hospital and so on.
00:36:03 Yes.
00:36:04 What we sometimes see is that sort of at the primary care level, now with hot weather like this, the vulnerable rarely becomes, the most vulnerable is really children and the elderly.
00:36:17 So what we tend to see earlier is issues of dehydration.
00:36:22 So that might be the first thing. So they may not have gotten all the way to heat exhaustion, heat stroke, those kinds of things. But you get problems with dehydration and it might come to a primary care facility, complaining of things like, you know, a headache, tiredness, those kinds of things.
00:36:41 And a lot of times it's the early signs as a result of dehydration, which in relation to heat and weather like this can progress to worse.
00:36:54 But it would not be unexpected for them to end up reaching to us with heat exhaustion as an actual problem. We often see it around carnival time, because you know again the hot weather and people out in the sun for those couple days, in terms of large numbers, so we get the few who end up having it come into hospital.
00:37:17 So I don't think we have seen anyone who collapsed or anything like that thus far, but it has been hot. Everybody has noticed. So it's not far off for that to occur going down the road.
00:37:31 What are some of the precautionary measures that we can put in place to let's say prevent dehydration?
00:37:37 Sure. So with weather like this, you need to drink a lot of water. So I know we always talk about having eight glasses of water a day, but you're going to need more than that. You need to exceed that.
00:37:50 So you need to drink a lot of water. You want to avoid the hottest part of the day. So that midday type of sun, so let's say from what 11 in the morning to about 2-3 in the evening.
00:38:02 You don't want to go out in the sun to do anything strenuous if you could avoid it. If of course your work or whatever is your daily schedule means that you have to be out in the sun doing work at that time, then I would recommend carrying water with you and making sure that you're continuously drinking water.
00:38:21 So you keep hydrated. The water helps keep you cool. Pay attention to the clothing you're wearing. So we are in a tropical country, we need to wear lighter clothing and so on, especially with hot days like this. And then that will help reduce your chances.
00:38:37 And if you start to feel any symptoms, you feel any sort of dizziness, tiredness, headaches, come out of the sun, stay in a cool shaded area, drink water, make sure you feel improved. Usually with heat exhaustion within about half an hour or so of getting out of the environment and cooling down, you get back to normal.
00:39:01 So that will prevent it from getting worse.
00:39:04 I noticed that you mentioned water twice, but some people may use this opportunity to consume sweet drinks, electrolyte drinks, sport drinks.
00:39:17 Right. Certainly not sweet drinks. So juices and soft drinks and any of those things will not help you with hydration. The sugars in it actually kind of pulls water from you and sort of kind of binds it with the sugars. So you really don't want to have anything like that.
00:39:38 So you might consider something like those sport drinks if you're doing work. So if you're dehydration or exhaustion is due to extreme exercise or you have a physical job that you're out in the sun, the sweat loses not just water, but you lose salts from your body.
00:39:59 So those those types of sports drinks might be OK for somebody who doing that type of work in the sun. But for most people, the best form of rehydration is water and doing all the other stuff is you're also paying more for all of those things.
00:40:15 You know, water, you could bring water from home. So so water is generally the best way to rehydrate and absolutely not soft drinks or juices. That is the worst on the spectrum of what you could use.
00:40:27 Yeah. Well, doctor, let's take it to another level now, because people are going to say, oh, boy, the sun is hot and they they're working out in the sun.
00:40:35 So, boy, I feeling for a beer or feeling for some rum, a feeling for some alcohol.
00:40:41 Alcohol will dehydrate you. So alcohol will actually increase your urine output. So not only is sweating it out, you're going to pass more water and the alcohol molecules similar to sugar. It gets water molecules to bind around it so that you actually pull water towards the molecules.
00:41:01 And when you absorb it, it takes the water, but it take it makes the water unavailable for you to use, for your body to use. So there's a three ways in which the alcohol intake now going to pull water away from your body is used.
00:41:15 So then you're actually getting more dehydrated, more alcohol you drink. Yeah. Is there a benefit? Try to avoid it. Is there a benefit to drinking, let's say, coconut water?
00:41:29 I would say is that the coconut water is sort of leaning a little bit more towards like electrolyte drink. Yes, because they have some additional electrolytes that would be found in the coconut water.
00:41:41 I do understand. I know a lot of people say that they do like, even on a normal day, they do like to drink water because they don't enjoy the taste and they want something with taste. So sometimes coconut water is that in between there, where you get something additional in terms of a taste.
00:41:59 And you're more likely to drink more of it. It does have a little bit of electrolytes, more than plain water. It also does have a little bit of sugar, but certainly not on the level of juices and soft drinks.
00:42:14 So it's not as bad. My preference generally is water, but that's me. But I do understand some people would not want plain water or have an aversion to drinking plain water all the time.
00:42:29 So the coconut water is a fair reason to mix it up. But I would say don't do, don't rehydrate exclusively with coconut water. Make sure that there's also plain water as well as part of that regimen of rehydration.
00:42:43 Let's return a little bit to some of the symptoms. We spoke about headaches. We spoke about persons feeling tired. But I was told by a doctor that the color of your urine is very important too. If it is yellow, it gives the indication that you are dehydrated or could be heading there.
00:43:09 Yes. So, okay, so how your body physiology generally works. Usually, by the time you feel thirsty, you have already kind of lost enough water that you're dehydrated, right? By the time your urine starts to get darker or yellow, you've already lost so much water that your kidney is kind of trying to conserve some, so your urine starts to get more concentrated.
00:43:38 Right. So that's why I know we generally just say eight glasses of water a day, but really the best way to know if you're getting enough water is your urine. So, I would say that the amount of water you need is as much water as it takes for your urine to become clear.
00:43:59 So, if you're passing urine and urine is clear, then you're now seeing that you're getting enough water. You know, so that's why the color of the urine could give an indication, but by the time you see the color of the urine, you've already kind of, you know, a little bit behind in terms of your water content.
00:44:18 So, at that point, you want to make sure you're drinking, just keep drinking an excessive amount at that time until you see the urine start to get clear, and then that does sort of the maintenance level of water you need. So, as I say, with weather like this, eight glasses might not be enough for some people. It might be 10, for some it might be 12, for some it might be 14 because they're working out in the hot sun.
00:44:41 So, counting glasses might not be as appropriate, but checking your urine would.
00:44:48 When you speak about eight glasses or 10 glasses, how much ounces are we speaking about per glass?
00:44:58 Oh, okay, I don't have the conversion in ounces, I know it in mils. So, a glass is 250 mils. So, eight glasses is because we estimate two liters a day is a normal water loss on an average day, average temperature. For most people, you're going to lose about two liters of water.
00:45:18 So, we wanted to get back two liters of water. So, that's kind of how we would say, that's how they come up with that figure as the amount of water average person needs per day. But again, the amount of water you lose varies depending on what job you do, how active you are, the environment.
00:45:37 So, that's why how much water varies.
00:45:42 But as I say, it's reasonably easy to check with the urine. Once you see that urine color starts to look clear, then you know you're drinking enough. As I said, sorry, I don't know it in ounces, but I know it in mils and liters.
00:45:57 I didn't mean to take you back to the prehistoric stages, doctor.
00:46:01 The conversion rate, I don't have it in my head. I'll have to double check it.
00:46:05 We'll work it out, doctor. But how do you deal, we just have about two minutes again, but how do you deal with let's say someone who is diabetic or someone who has fainted? How do you deal with a situation such as that?
00:46:20 Right, so from time you have a faint inocurrent, I would start to call it a medical emergency. So, in terms of heat, the effects of heat, we talk about dehydration, some people could get a heat rash, some people, you get muscle cramps and these kind of things.
00:46:39 You could get all of these as symptoms from the heat, and then it progresses, right? So heat exhaustion, you can have all of those symptoms, heavy sweating, tiredness, dizziness, headaches.
00:46:50 But from time you get to the point where you're fainting, loss of consciousness, confusion, things that your mental status starts to change, then reach a point of a heat stroke.
00:47:03 So if you see someone who faint as a result of the heat, chances are they need medical intervention. So you want to get them out of the hot environment, you want to try and cool them down, loosen the clothing if they have heavy layers of clothes, use cool packs or a cool shower.
00:47:24 If they're sort of awake enough, like they faint and you get them back awake, they could go and probably try and have a cool shower. If you're using cool packs and so on to try and drop their body temperature, we would recommend you put it like under the arm, the neck, the groin area, because we have a lot of blood vessels in those areas.
00:47:46 So the body temperature is not just the surface, it's the internal body temperature. So when I put those cool packs in those areas with all that blood flow, the blood that's flowing past there cools down and then travels throughout the rest of the body, helping to cool the rest of the body.
00:48:01 So at that point, it's about getting the temperature down enough. With a heat stroke, we would measure temperature in the hospital. From the time a person had that experience of fainting or that change in mental status, you really want to get them to the hospital.
00:48:15 So even if they recover, you want to get them to the hospital to check them out properly. So we would also be checking their temperature. A temperature above 39 is just too hot to just be from the environment. So does the temperature we try to drop, we would then use fluids that we might use through intravenous means, so like through a line in the vein, so that we directly rehydrate.
00:48:40 Yes, Dr. Bagan, unfortunately we have run out of time, but thank you very much for the very important information that you have given us this morning. Thank you very much again.

01:05:57 Let's speak a little bit about the Bocas Lit Fest, Ms. Hazard.
01:06:01 I think that we have spoken about it a lot over the years, but I believe that, you know, sometimes people forget what the Bocas Lit Fest is about.
01:06:13 Okay, the Bocas Lit Fest is an NGO and it's dedicated to celebrating the literary arts locally and throughout the Caribbean.
01:06:21 So we are promoting writers, readers. We really want to encourage and promote love for reading and to foster the development of new publications that's culturally relevant to the Caribbean.
01:06:35 What was the main focus of the Bocas Children's Book Prize?
01:06:40 So the Children's Book Prize is really meant to encourage the publication of quality publication targeted at children age 9 to 12, sorry age 7 to 12.
01:06:56 And age 7 is a very critical age for the development of a child.
01:07:00 It's when they start reading by themselves. We want them to really, we really want them to encourage the development of their imagination.
01:07:11 So we really want to encourage the publication of these kinds of books, not just for children, but for parents and educators to sort of like guide them towards books that would celebrate Caribbean culture, relevance, and really encourage and promote a love for reading.

01:07:41 Let's speak a little bit about your journey into writing, how your career began, and where it has taken you.
01:07:50 Okay, so it began, well really, for the books, for these books, in New Jersey, when I was homesick for Trinidad, and I just needed to write something that encompassed as much of our Caribbean culture, our Trinidad culture, folklore, foods, sayings.
01:08:10 And, but it was for me as well as for future children that I would have, because I really wanted them to have a very close connection to our Trinidad culture, and I express myself best I think through words, through writing, and it just came naturally to me to want to create a story, an exciting story that would sort of draw them in and wants to learn more and develop a love for these characters.
01:08:39 Yeah, and that takes us straight into my next question. Tell us a little bit about the Whisperers' Warning, which is your winning 2022 Bocas Book Prize offering.
01:08:52 Yes, so it is the sequel to The Protectors' Pledge, and they're part of the Secrets of Oscuros series, which is a folklore adventure series, and it continues 12-year-old J.B.'s story, which began in The Protectors' Pledge where he meets the folkloric characters in the deep, dark Oscuros forest, which is very close to his house.
01:09:16 And so in The Whisperers' Warning, he sort of comes upon additional folkloric characters, and there's also a mystery that he needs to solve. He needs to save a villager with his friends, but the clock is ticking. He has a time frame within which to do it.
01:09:35 And he also continues his journey of finding out more about his own lineage, his own heritage. So, you know, quite a bit going on to keep the readers engaged and entertained.

01:10:11 OK, so the call is open to any writer or aspiring writer that's born in the Caribbean but living anywhere in the world.
01:10:21 It's to produce and submit works of prose. It could be a story, it could be a memoir, it could be a graphic novel that is more prose-driven, meaning that it's not to be sort of like overly facilitated by images, because we really want to encourage children to create their own pictures in their imagination.
01:10:44 So the deadline for submission is September 18th, and works must be produced between 1st of September 2022 to 31st August 2003.

01:11:11 Is there a particular genre you're looking for?
01:11:17 Well, I mean, we really want, I mean, fiction. So works that are technical and manuals and anthologies by multiple writers, they are not really allowed.
01:11:30 So we're really looking for works that are creative, that stimulate the imagination, that tells a story of maybe the Caribbean, works that would be appropriate and interesting and relevant to children that they can relate to.
01:11:46 So like I said, it could be a novel, it could be a graphic novel, it could be poetry, it could be a memoir, it could be a biography, but it must be targeted at children 7 to 12 years old.
01:12:01 Yeah. Miss McLean, let's speak a little bit about your book again. What has the response been?
01:12:09 It's been very positive. And I, quite honestly, I have to thank my publisher, Caribbean Reads Publishing, as well as BookersLitFest, quite honestly.
01:12:20 Through the BookFest, I was able to participate in the festival this year and participate in the Writers First event.
01:12:29 And so I was able to talk about writing for children. I was also part of a roundtable discussion with other authors, Alaki Pilgrim, Lissal and Magastini, as well as young authors, Corinne Clark and Isaac Price.
01:12:42 So it's been wonderful to be able to connect with other authors and to be able to share our love of Caribbean literature, as well as to visit schools and speak directly to children.
01:12:55 So it's been very positive so far.
01:12:59 Well, I suspect there is going to be an interest from, let's say, our diaspora in our stories, in Caribbean stories, in Caribbean literature. But when it comes to people outside of the diaspora, you also get the feeling that they are interested in our stories?
01:13:25 Yes, most certainly. You know, we live in a global village, quite honestly, and I think persons are becoming less insular.
01:13:35 They're more interested in experiences outside of their own, learning about other cultures and peoples and ways of life and histories and stories, really. So yes, most certainly there is interest abroad, at least in the United States, where I am in Tennessee and other states that I visited.
01:13:55 Yeah. All right. Miss Hazard, if I can bring you back in here, are there any additional projects that you all are working on?
01:14:04 Well, the Boca Slit Fest is a year-round organization, so there's always something happening. The next big project we have coming up is the Youth Fest, which is going to be on October 21st, 28th and 21st, up at UWE. Again, if you go to our website, you can see that.
01:14:23 We also have other programs. We have the We Lit program, which is classroom, Zoom classrooms for secondary schools, English students. We also have the right, the Scotiabank Right-of-Way Young Adult Project, which will be launching in September. And yeah, so we have workshops. So we just have lots and lots of things happening all the time.
01:14:47 Yeah. Miss McLean, you have other projects on the shelf at this time?
01:14:52 Yes, I do. Not so much on the shelf, but written at the moment. So Book Three in this series, I'm writing that. And there's also a manuscript that I've completed that I'm in the process of trying to get published. So those are the two main things going on right now for me.

01:15:16 Well, just really encourage writers to submit their works. It really is a tremendous opportunity, as Daniel will testify to. And it really will bring, you know, a new generation of literature for Caribbean children, thus promoting a new generation of Caribbean readers. So we try to do the intervention from an early age, you know, from when children start reading, when they're all growing all the way up to youth and into adults. So it really is a lifelong enterprise. And we don't only cater to readers, but to writers, educators, you know, because literature is life.

01:40:27 Finals, the final game of a tournament.
01:40:30 That's the first ever major league cricket tournament and Puran would have blasted his
01:40:34 way to a world win 100.
01:40:36 And then he returned a few days later to play for the West Indies, Donata Tooruba.
01:40:42 And also I think he played, what was that first game?
01:40:45 Yeah, but his form has been very impressive.
01:40:47 I think he has actually matured into what many of us see as a really talented player.
01:40:54 A player who can, who's actually right up there with the best in the world.
01:40:58 I'm also seeing some good form from Andrew Russell.
01:41:01 He had a good MLC and he went across in Canada and also won a title there.
01:41:08 So the guys are coming in with some good form.
01:41:11 Really excited to see the return of Dwayne Bravo.
01:41:15 Many of you would have seen me very critical of him with his bowling.
01:41:21 Of course, age brings reason.
01:41:23 He actually left TKR and went across to St. Kitts and Newby's and delivered a title.
01:41:27 He's back here and I'm sure that he'd want to close off his career with another title
01:41:31 with the TKR team.
01:41:32 So, you know, no short of talent, but most definitely I want to see Nicholas Puran live
01:41:38 up to the pre-tournament form that he would have been displaying for the West Indies and
01:41:44 the other franchises around the world.
01:41:46 Is Dwayne Bravo the lucky champ?
01:41:48 Of course, he has been a polarising figure in terms of we hate him, we love him, we love
01:41:53 him, we love him.
01:41:55 But he certainly has been the leading wicket-taker in the Republic Bank CPL.
01:42:00 And more importantly, he seems to be a lucky champ as well.
01:42:04 Everywhere he goes, he seems to win.
01:42:06 Can he be a lucky champ this season?
01:42:08 And there's currently a nice battle between him and Pollard to see who will end their
01:42:14 career with the most titles.
01:42:17 Of course, Pollard, I think Pollard, they are now levelled in terms of trophies won
01:42:21 with franchises.
01:42:22 Pollard having won the MLC.
01:42:26 So I think what Dwayne Bravo brings is a level of energy.
01:42:31 He motivates the players around him and he wants to win.
01:42:34 And in that team with Pollard and Dwayne Bravo and Nicholas Puran and Andrew Russell, those
01:42:39 guys are winners.
01:42:40 They want to win.
01:42:41 It's left to be seen if they can pull that winning mentality together and make it rough
01:42:47 for TKR this time around.
01:42:49 The last title we won was in 2020.
01:42:52 Those guys aren't players to go around not winning titles in a sense of a long span.
01:43:00 So I'm quietly hopeful and quietly confident, but we're going to lift the title this year.
01:43:08 Andrew Russell, we've got the Hulk.
01:43:13 How will you utilise the Hulk well enough in matches?
01:43:16 How do you see the Hulk fitting into this team this time around?
01:43:20 And I think that's going to be the dilemma with this TKR team because Puran Puran has
01:43:26 been used as a finisher in the IPL.
01:43:28 And of course, when we're talking T20 cricket, the IPL is basically the pinnacle.
01:43:33 And we have seen recently where he comes in at four or three and basically dominates.
01:43:38 In this particular line-up now, we have Martin Govtil and Riley Husu.
01:43:43 Those are international players and obviously they will be in the Premier League.
01:43:47 We also have Matt Dier returning to Trinidad and Tobago as well.
01:43:51 And where is he going to bat?
01:43:54 Obviously, Andrew Russell is seen as a finisher.
01:43:57 I have to believe that if he has more deliveries to face and just takes a little bit more time
01:44:03 to get himself in, he's going to be very dangerous.
01:44:06 But most times, he comes in and he has to swing from the hips and we really don't really
01:44:11 get the most out of him.
01:44:13 But he's a dangerous player that can bat anywhere in the innings.
01:44:16 I would love to see him at least face the last five overs.
01:44:20 But in this TKR line-up, it's so diverse that they can play a particular player anywhere
01:44:25 in the innings.
01:44:26 But for Andrew Russell, with Puran in the team as well, Bravo back, I think they will
01:44:31 get the best out of him this season.
01:44:33 It was a shocking move to see him come to the TKR team.
01:44:35 But obviously, the franchise being Knight Riders and he plays for Knight Riders in the
01:44:40 IPL, he's with the TKR team now.
01:44:43 I'm not too sure if it is that he gets his way in the dressing room in terms of where
01:44:48 he wants to bat or where he's comfortable batting.
01:44:52 But I know that they respect him as a player and respect his talents.
01:44:55 Just recently, I saw him playing in Canada, smacking a six off the last ball to win it
01:44:59 for his franchise across there.
01:45:02 So I'm hoping that he brings his A-game and remains injury-free.
01:45:05 And of course, talking about injury, there's also an injury concern with Tyron Pollard,
01:45:09 a shoulder injury where he sustained in the MLCA.
01:45:15 So maybe Andrew Russell may be given a bigger role if Pollard isn't fit.
01:45:19 Paul, if I were coach, I would put him as the opening batsman.
