00:04 President Luis Arturo called for national unity and reaffirmed his commitment to the
00:08 struggle for a country with social justice.
00:11 National Aboriginal authorities participated in the celebration of the independence of
00:16 the Latin American nation, and then the main event took place in the Legislative Assembly
00:20 where authorities remembered the independence struggle fought in the nation during 16 years.
00:26 In this context, President Arturo reaffirmed the national will to fight for a socially
00:31 just homeland and referred to some of the achievements that the nation has attained,
00:35 among them the recovery of the national economy after the COVID-19 pandemic.
00:41 Bolivia achieved independence from the Spanish Empire on August 6, 1825, and was refounded
00:46 as a plurinational state with a new constitution in 2009.
00:54 I want to begin this message by reaffirming with great patriotic conviction our unwavering
01:01 determination, commitment, and perseverance to never stop fighting for a homeland with
01:09 social justice.
01:11 One hundred and ninety-eight years ago, Bolivia burst into the concert of free, sovereign,
01:19 and independent nations, an act preceded by an arduous and bloody war that for 16 years
01:26 kept the colonial power in Peru in check, which was finally sealed by the extraordinary
01:32 triumphs of the United Liberating Army, the famous fields of JunÃn and Ayacucho.
01:39 Neither with Lima nor with Buenos Aires, High Peru decided to become a new independent
01:46 country on that luminous day of August 6, 1825.
01:55 President Luis Arce assured that after a thousand days of government, Bolivia's economy indices
02:00 surpassed the level prior to the COVID-19 pandemic.
02:05 Today we can tell our people that our national economy has already managed to rebound in
02:11 several economic and social variables from the pre-pandemic levels of 2019.
02:18 That is something we should be very proud of.
02:20 For example, the average growth rate of the economy between 2021 and 2022 was 4.8% higher
02:28 than the one achieved in 2019 of only 2.2%.
02:35 The Vice President of the Plurinational Union of Bolivia, David Xochihuanca, also recalled
02:39 the native people who defended the territory after their centuries of extermination and
02:44 plundering.
02:47 We remember the 198 years of the War of Independence, fought for 16 years while we defeated the
02:56 invaders, after three centuries of extermination and plundering of resources.
03:03 It is a perfect moment to remember the struggle of thousands of anonymous native brothers
03:10 and sisters who defended their territories in order not to be wiped off the map and not
03:23 to be eliminated from the planet.
03:28 Vice President David Xochihuanca also highlighted the wisdom and courage of the native people
03:33 to transcend exclusion and achieve their integration.
03:38 The native peoples of the Republic of Bolivia, being wise and courageous, have transcended
03:45 exclusion and have built bonds of integration around the tricolor flag, the national anthem
03:53 de Patuhu, de Cantuta, the rainbow that culminated in Wipala with the political constitution

04:03 And the struggles for the defense of the territory and for the recovering of our sea.
