The Colombian peace talks were resumed in Havana on Sunday, at which time the Revolutionary Armed Forces of Colombia (FARC) proposed the creation of a truth commission aimed at dismantling paramilitary groups. The commission would also conduct a broader investigation of the forces involved in order to determine where the responsibility lies for violence in the country.
