01:02We begin with the news.
01:03Venezuelan President NicolĂĄs Maduro inaugurated on Monday the recently renovated San Carlos Fortress
01:22in Caracas that is going to be the headquarters for the Great Mission Long Live Venezuela,
01:28My Beloved Homeland, a government initiative to promote culture and arts across the country.
01:33The inauguration is one of the almost 21,000 new public works the government has been delivering
01:39lately across the country. During the event Maduro prized the role of the communes and called the
01:45communal state a new type of state born in Venezuela which is proving to be more efficient and more
01:52democratic. The San Carlos Fortress was constructed in the 17th century as a Spanish fort to protect
01:59the city and later served as a notorious political prison. In 1839 it was designated as a national
02:06monument in 1986.
02:13And we stay in Venezuela as the country denounced the government of Trinidad and Tobago for orchestrating
02:21a military provocation plan aimed at destabilizing the Caribbean in alliance with the US Central
02:27Intelligence Agency. The strategy as outlined in the executive report appears to be a deliberate
02:33attempt to create a justification for military aggression against Venezuela. This would represent
02:39a blatant violation of the Caribbean people's sovereignty and peace. And in this context the
02:44Venezuelan authorities urged the international community to maintain a firm stance against the
02:49interventionist actions of the United States against the countries of the region which under the
02:54excuse of combating drug trafficking have attacked fishing boats from various Caribbean countries.
03:01The denunciation emphasizes Venezuela's willingness to defend its territorial integrity and its right
03:06to self-determination in the face of a new US interventionist maneuver.
03:12This board, both of the ministry and of its operator Pedevesa, has decided to propose to President
03:29Nicol S. Maduro the immediate denunciation of the framework agreement for energy cooperation between the
03:36Republic of Trinidad and Tobago and the Bolivarian Republic of Venezuela which was signed in 2015 for
03:43a period of 10 years and automatically renewed in February of this year for an additional five-year term.
03:50Article 13, Item 3, gives either party the authority to terminate this agreement.
03:56What is this agreement about? It is a comprehensive agreement on energy cooperation,
04:07for the treatment of our joint gas deposits, for the development of infrastructure, for the
04:12implementation of projects in the field of hydrocarbons, for the monetization of joint
04:18resource projects that we might have. It's a very broad agreement, and we are responsibly,
04:23proposing to the head of state to immediately denounce it and, consequently, suspend all the gas
04:30agreements between Venezuela and Trinidad and Tobago.
04:38In response to these intrusive actions, the government stated, Venezuela reports that it has
04:43captured a mercenary group with direct information from the US intelligence agency, the CIA, and has
04:50determined that a false flag attack is underway from the waters bordering Trinidad and Tobago or from
04:56Trinidadian or Venezuelan territory itself, which will generate a full-scale military confrontation
05:02against our country. The statement continues, this policy of surrender and the trail of the
05:08constitutional principles of Trinidad and Tobago has ended up hitting the very people of Trinidad.
05:14Innocent fishermen have been victims of extrajudicial executions in the Caribbean Sea, revealing the
05:21repressive and criminal nature of the current government, which shouts at its own people under
05:26the slogan, kill them all, and celebrates the summary execution of the people of Trinidad, while
05:33opening the doors to murderous foreign troops.
05:35And in this context, the current government of Trinidad and Tobago's collaboration with the
05:45militarization of the Caribbean by US forces leaves the country increasingly isolated in a region that
05:52demands peace and respect for international law. The governments and also the peoples of the Caribbean
05:58countries have denounced the intimidating maneuvers of the Department of War and the constant threat against
06:04the Bolivarian Republic of Venezuela. The influential Trinidadian politician and former minister Keith Rowley
06:11has expressed his deep rejection of Khan Lapersad v. Cesar's decision, describing it as grave,
06:17dangerous and irresponsible. The former premier gave a detailed account of how he and other Caribbean
06:24leaders have maintained a firm stance against the interference of powers in the region.
06:34And we go to Venezuela, where the United Socialist Party of the country supports the Bolivarian
06:40government's condemnation of false flag attacks underway in the region that are trying to justify a
06:46direct aggression against the South American nation. The Venezuelan government has denounced several
06:51attempts at false flag attacks linked to the deployment of US military personnel in the Caribbean
06:56region. In this context, the first vice president of the United Socialist Party of Venezuela,
07:01Diosdado Cabello, also outlined the ongoing initiatives undertaken by the government to ensure national
07:08defense and security for all Venezuelans without exclusion. Additionally, he provided an assessment
07:15of the peace marches held this Monday across several eastern states of the country.

07:35Welcome back to From the South. The Caribbean is on alert to the hurricane release which has now reached
07:52Category 5. The authorities in Jamaica, Haiti, Cuba and the Dominican Republic ordered the immediate
07:59evacuation of thousands of people to save locations in anticipation of heavy rains, flooding and also
08:05the risk of storm surges and landslides. As it approaches Jamaica, the weather system is recording
08:11winds of up to 260 kilometers per hour. And as a precautionary measure, the Jamaican government
08:17set up 881 shelters, closed all airports, evacuated the capital, Kingston and other cities, among other
08:24measures as well. For its part, the Cuban government will evacuate more than 250 thousand people in
08:31Santiago de Cuba and has declared a maximum alert in four other provinces on the island. Hurricane
08:37Melissa has killed three people in Haiti and one in the Dominican Republic. Both countries have ordered
08:44the evacuation of nearly half a million people.
08:47And we go to Cuba now. The eastern part of the island has entered a hurricane alarm phase
08:57after Storm Melissa turned into a Corregory 5 hurricane. The Cuban Civil Defense General
09:03staff reported on the major reply to the eastern provinces of GuantĂĄnamo, Santiago de Cuba,
09:08Olguín, Granma, Las Tunas and Camagßey. On the other hand, Ciego de Ávila and Santi Espiritus are in
09:14a cyclone alert phase after the imminent impact on the country of this tropical phenomenon in the
09:21next hours. In that sense, the Cuban authorities urge the population to stay informed about the
09:26advances and development of the hurricane and to comply with the instructions given by official
09:32social networks and the national media. Hurricane Melissa is strengthening the waters of the Caribbean
09:38sea and is advancing with winds of approximately 260 kilometers per hour and heavy rains. The hurricane
09:45is expected to hit Cuban soil between Tuesday and Wednesday.

10:23Welcome from the South. The Mexican government announced an extension of the deadline for the
10:29implementation of tariffs on the Mexican exports imposed by the United States. The extension was
10:35agreed during a telephone conversation between President Claudia Sheinbaum and her US counterpart,
10:40Donald Trump, and was announced by Sheinbaum during her morning press conference on Monday.
10:46The Mexican head of state explained that both governments had set a three-month deadline ending
10:52November 1st to resolve the tariff issues, so they conversed to extend the dialogue for a few
10:58more weeks during which they will discuss trade issues and seal the negotiations on the 54 pending
11:05non-tariff barriers, which, according to the Mexican president, are already quite advanced.
11:16I talked with President Trump on Saturday and we are going to wait a few more weeks to finalize the issue,
11:22which is already well-advanced, about the 50 for non-tariff barriers that are still pending,
11:33so we agreed to speak again in a few weeks because we are practically closing this issue.
11:43Since the three-month deadline we had set is finally coming to an end on November 1st,
11:48so I had a very brief conversation with him on Saturday and we agreed that we would talk again
11:58in a few weeks. We mainly discussed the commercial aspects and agreed to continue working.
12:06In other news, Russian President Vladimir Putin ratified the Treaty on Strategic Partnership and
12:12Cooperation with Venezuela that was signed in May 2025. On Monday, the Russian President signed the decree
12:19ratifying the association agreement with Caracas, in which both countries expressed their willingness
12:24to strengthen multifaceted and beneficial cooperation in the areas of trade, economy, investment,
12:30science, technology and culture. In addition, the treaty expands bilateral interaction and security
12:37and denounces racism, genocide and other crimes. The document also states that Venezuela and Russia
12:44oppose coercive extraterritorial measures that constitute a flagrant violation of the
12:49international charter. The treaty will be in effect for 10 years.
13:05Let's talk about Palestine. The resistance movement Hamas handed over to the Red Cross,
13:22the body of another Israeli captive in compliance with a ceasefire agreement with Tel Aviv. The operation
13:29marks the 16th body returned by Hamas out of the 28 deceased captives as the resistance warned of the
13:36difficulties to locate the remaining in the rubble from the Israeli bombardment across the Strip.
13:42Let's recall that the Red Cross is acting as a neutral intermediary to facilitate the recovery
13:48process inside areas of the Palestinian enclave still under Israeli control. For its part, under the
13:54ceasefire agreement reached on October 10th, the Tel Aviv regime agreed to hand over 15 Palestinian
14:00bodies for each national return, while Gazans have denounced that many of the corpses received
14:06are unrecognizable and displaying signs of torture and mutilation.
