00:00Thank you, Mr. President, for your patience.
00:03Thank you for your invitation.
00:04Thank you for the warm welcome that you and the Turkish people have extended me and my
00:11delegation and for the partnership which we are launching today.
00:15Before I touch on the details of that partnership, just a few words of context.
00:21Earlier today, I paid my respects at Anit Kabir, where Turkey honors the founder of
00:28this republic, Mustafa Kemal Ataturk.
00:33And the monument is surrounded by a peace park, and in the years following the Second World
00:39War, nations from around the world, including Canada, sent trees to grow side by side.
00:45And today, that park stands as a living symbol of friendship between nations, a shared hope
00:50for peace.
00:51And it reminds us that the strongest partnerships take root over time.
00:57And they are nourished by mutual respect, by steady commitment, and by common purpose.
01:03And today, that purpose matters more than ever.
01:07We are at the heart of a rupture.
01:10The old age will not come back.
01:14The institutions who have assured our security and prosperity for years have been threatened.
01:22And face to this new reality, Canada consolidates its strength in the country so that we are more
01:30more than ever.
01:33We are more than ever.
01:36We are more than ever.
01:39But no country, whatever it's blessed with, no country builds strength alone.
01:46The most resilient countries bring together complementary strengths with trusted partners.
01:52Our goal is not self-sufficiency, it is collective resilience.
01:57And that's why Canada is building deeper partnerships with reliable partners that create new opportunities
02:05for us both.
02:07And in Turkey, we have an exceptional partner.
02:10One of the world's most dynamic economies, a market of more than 85 million people, sitting
02:16at the crossroads of Europe, Asia, the Middle East, a network already of 24 free trade agreements.
02:23NATO's second largest standing military and one of the world's most important and innovative
02:30defense industries.
02:32In recent years, the past five years, trade between our two countries has grown by 50 percent.
02:37But as the President emphasized to me, and I wholeheartedly agreed, that has barely begun
02:44to tap the potential.
02:46When we met here in July for the NATO summit, we launched or we committed to launch negotiations
02:54towards a free trade agreement and signed a new framework for defense cooperation.
02:58And today, we are going further by launching our strategic partnership, backed by a three-year
03:05action plan.
03:07That plan rests on four pillars – first, trade and investment, secondly, defense and
03:12security, third, energy, and fourth, people-to-people ties.
03:16So let me begin with trade.
03:19Next month, our negotiators will sit down here in Ankara for the first round of free trade
03:24talks.
03:24Our objectives are clear – more trade between businesses to build more prosperity between
03:31our peoples.
03:32By lowering costs, cutting barriers, and creating greater certainty, we will open new doors for
03:38both – for companies and investors in both of our countries.
03:42We also approach our businesses to create new debates in terms of commerce and investment.
03:53And tomorrow, Exportation and Development Canada and the TUC-Excel Bank are in the way to sign a new
04:01accord to help Canadian and TUC to collaborate with projects in other countries.
04:09And today, we are going to be working on the sector of energy, infrastructure, transports,
04:14mines, and minéraux.
04:17And today, in Istanbul, I will meet the chiefs of companies and investors turcs.
04:23And next month, the Minister Seydoux will deliver a Canadian commercial mission in Turkey to help Canadian companies to seize
04:34their occasions.
04:38Now, in a more dangerous, divided world, allies must be able to rely on each other for equipment and capabilities
04:45that keep us safe.
04:46And here, too, our strengths are complementary.
04:51Today's new agreement on defense-industry partnership will connect Canadian and Turkish companies to work together, creating good jobs at
05:00home, export opportunities abroad, greater security for our citizens, and contributing to a stronger NATO alliance.
05:08And that security cooperation goes deeper, because Turkey's influence extends broadly.
05:16A major G20 economy, a key NATO ally, is playing central roles in efforts to resolve some of the world's
05:25most difficult conflicts, from Gaza to Ukraine, to Iran, Middle East more broadly, and beyond.
07:32ministers meeting consistently as part of the strategic dialogues.
07:38Trade that opens new markets, defense industries that keep our citizens safe, energy that powers
07:44our economies, and people to bring it all together.
07:47That's what today is about.
07:49Now to finish where I started with context.
07:54At the end of one world order, Mustafa Kemal Ataturk built a secure sovereign nation, guided
08:04by his creed, peace at home, peace in the world.
08:08And in this time of rupture, Canada honors that example, strength at home, partnership
08:13abroad.
08:15Mr. President, more than 70 years ago, Canada sent maple trees to grow beside an inn.
08:24Anik Kabir as a gesture of peace and friendship between our nations.
08:28Today those trees stand amongst 48,000 others from over 25 nations.
08:34Today we planted the seeds of something new, a strategic partnership that will create new
08:39opportunities for our workers and our businesses, and greater security and prosperity for both
08:45our peoples and with our efforts, I believe, for other peoples in this region and more broadly.
08:52With care and commitment, that partnership will grow for generations to come.
