Canada has announced retaliatory tariffs on nearly $20 billion worth of U.S. goods, matching Washington’s latest duties dollar-for-dollar as tensions between the two countries reach a new low. The new Canadian tariffs, taking effect September 8, will target around 700 products with duties of 15%, 25%, and 50%. Ottawa has also unveiled a C$7.5 billion support package for businesses, workers, and industries affected by the escalating trade war. With President Donald Trump’s new 50% tariffs on Canadian imports already in effect, the tit-for-tat measures are raising fresh concerns about the economic impact on both sides of the border.

00:00On August 22nd, the United States of America imposed tariffs on 50% on approximately $28 billion in Canadian goods.
00:12Those tariffs will have real consequences for Canadian workers, businesses, and communities across our nation.
00:22Canada must respond, and today we are, in a proportionate, targeted, and strategic way.
00:31Today I'm announcing that Canada will match the United States tariffs dollar for dollar, rate for rate.
00:39Effective September 8th, Canada will impose counter-tariffs of up to 15%, 25%, or 50% on $27.6 billion
00:49in imports from the United States of America.
00:53For each product, our tariff would match the American tariff on the same type of Canadian goods.
01:01Our existing counter-tariffs, including those on automobiles, will remain in place.
01:07Canada's remission framework will also remain available to mitigate unintended consequences for Canadian businesses.
01:17Canada's counter-tariffs are designed primarily to provide protection for Canadian industry impacted by U.S. tariffs
01:24and allow them to compete against U.S. products in the Canadian market.
01:30It's all about fairness, it's all about level playing field, it's all about supporting Canadian workers and Canadian businesses.
01:37Canada is now the best connected economy in the world.
01:43No matter the headwinds, the work of building Canada Strong goes on interrupted.
01:48No matter the circumstances,
01:53Canadians will take charge of building our future of our trade negotiations with the United States has always been to
02:00get the best deal for Canadians.
02:03Canada is never a deal at any price or at any time frame.
02:09The best deal.
02:11The best deal for Canadians in Quebec.
02:16Well, we made progress, and we did make some progress in recent weeks.
02:20In the end, that momentum reversed, and we could not accept what the U.S. had offered,
02:26nor could we give what they asked.
02:29And by standing up for our values and focusing on what we can control,
02:33we will build un Quebec fort in Canada fort pour tout.
02:45Now, that's not to say there won't be challenges in the road ahead,
02:49but we're ready to meet them because we have all we need right here.
02:54The workers, the engineers, the ambition, and the right plan.
02:59The right plan for a stronger Quebec and a stronger Canada.
03:03Building at home and diversifying our trade abroad.
03:07That's not plan B. It's been our plan A from the start.
03:12Diversifying trade is also fundamental to building a stronger,
03:17a more independent, and a more resilient country.
03:20Over the last year, the last year alone,
03:23Canada has signed more than 20 trade and security deals across five continents.
03:28We completed our most recent trade deal with the United Arab Emirates in a record 47 days.
03:36Canada is now the best connected economy in the world.
03:49Canadian businesses now enjoy tariff-free access to 1.5 billion consumers.
03:54Over the next six months, we will double that number through new trade deals with ASEAN and India.
04:01This fall, we will begin intense discussions with the European Union,
04:06the world's second largest economy, to build a much stronger and deeper economic and security partnership.
04:13Now, we can build such unparalleled access because we're trusted, because we're reliable, and because we have what the world
04:23wants.
04:25But our connections depend on accessible, secure sea routes that carry our world-class products.
04:34The St. Lawrence, one of the world's great trade arteries.
04:421959, determined to build our own future by connecting the St. Lawrence to the Great Lakes,
04:47Canada opened the St. Lawrence Seaway.
04:49Seven locks, 300 kilometers, built in just five years.
04:54Today, we're announcing the largest shipbuilding initiative in Quebec's history.
04:58The Government of Canada will invest more than $11 billion to build six new program icebreakers for the Canadian Coast
05:06Guard,
05:06in partnership with Chantier des Vies.
05:20We'll move fast.
05:21The first steel, Canadian steel, the first steel will be cut next fall.
05:25The first ship will be delivered five years later, and the first full fleet, and the full fleet will be
05:31in service five years after that.
05:34The new icebreakers will replace the Coast Guard's aging heavy and medium icebreakers.
05:39They'll work in Atlantic Canada, the St. Lawrence, and throughout the depth of winter, and in our Arctic throughout the
05:48summer.
05:49Today's announcement continues the shipbuilding tradition in Lévi that stretches back two centuries.
05:59Two centuries.
06:00Since 1825, Lévi has built hundreds of vessels, including 35 warships for Canada and our allies during the Second World
06:08War.
06:08Today, we're building on that proud legacy, investing in Canadian shipbuilding on a scale not seen in generations.
06:17Let's be clear.
06:18The work of this immense contract doesn't stop at that shipyard gate.
06:22Today, more than 1,500 suppliers from across Canada will support the work here at Davie.
06:29That means steel workers at Algoma Steel in Sault Ste. Marie.
06:36Fabricators at Brennan Steel in Brampton, Ontario.
06:39Steel specialists at Stigerstahl in Hamilton.
06:43All working together, producing, preparing, and supplying the high-grade marine steel that forms the backbone of these ships.
06:50It also means designers and manufacturers at Humboldt Industries in Chester, Nova Scotia, supplying the advanced marine equipment that these
06:59vessels carry.
07:01Today's announcement is an example of our defense industrial strategy in action.
07:06When Canada builds our own ships, the benefits are felt across the country by design.
07:13And you know, the sovereignty of a country that has the world's largest and longest coastline depends on our strength
07:20at sea.
07:21The Coast Guard is central to that strength.
07:25And when Canadians see that distinctive red hull coming over the horizon, they know that our waters are being watched
07:32over.
07:33They know help is at hand. They know that the way ahead will be clear.
07:39So, to finish.
07:41Last week, we launched together the largest clean energy investment in North American history.
07:49Today, we are launching the largest shipbuilding contract in Quebec's history.
07:55No matter the headwinds, the work of building Canada Strong goes on interrupted.
08:01No matter the circumstances, Canadians will take charge of building our future.
